DRIVE UTILITY RELOCATION PROJECT
WHEREAS, the Bermuda Drive Bridge Replacement Project (“Project”) is currently in the design phase and intended to address identified structural deficiencies of the bridge; and WHEREAS, existing overhead PG&E electrical lines impede construction of the Project because they prohibit pile installation equipment to be raised to install bridge piles; and WHEREAS, the Bermuda Drive Utility Relocation Project (“Subproject”) was formed wherein the City and PG&E will work collaboratively to underground the electrical lines prior to Project construction in a joint effort to allow for the pile installation; and WHEREAS, as part of the Subproject, PG&E is required to provide engineering, inspection, and specific construction services necessary to complete the utility undergrounding; and WHEREAS, the City is required to enter into an agreement with PG&E and compensate PG&E in an amount of $186,685.48 for PG&E’s portion of the work; and WHEREAS, on September 25, 2019, the City paid a deposit of $10,000 for PG&E’s portion of the work and a balance of $176,685.48 remains to be paid; and WHEREAS, pursuant to San Mateo Municipal Code Section 3.60.050(b), agreements may be awarded without competitive bids if calling for bids would be impracticable, unavailing, or impossible; and
WHEREAS, City staff recommends approval of an agreement with PG&E in order to underground electrical lines prior to construction of the Project.
NOW, THEREFORE THE CITY COUNCIL OF THE CITY OF SAN MATEO, CALIFORNIA, HEREBY FINDS and RESOLVES that:

(CEQA Guidelines Section 15301.)
2. In accordance with Municipal Code section 3.60.050(b), calling for bids would be impracticable, unavailing, or impossible because: a) PG&E is the owner of the electrical lines requiring undergrounding; b) PG&E is the serving utility and its services for the Subproject includes engineering, inspection, and a portion of the required 1 0
