CITY OF SAN MATEO
RESOLUTION NO. ____ (2024)

ADOPTING THE LOCAL ROADWAY SAFETY PLAN
WHEREAS, Police Department and Public Works Department staff introduced the topic of addressing traffic safety with a data-driven approach in August 2020; and WHEREAS, the City Council directed staff to continue pursuing traffic safety project prioritization through completion of a Local Roadway Safety Plan (LRSP); and WHEREAS, an LRSP creates a data-driven and community-informed decision-making framework that will work toward the goal of eliminating fatal and severe injury collisions on City roadways; and WHEREAS, staff was awarded $72,000 in Caltrans Local Roadway Safety Plan Grant Funds to develop a Local Roadway Safety Plan in May 2021.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN MATEO, CALIFORNIA, HEREBY RESOLVES that:

1. The Council action is not subject to CEQA review because it can be seen with certainty that there is no possibility that the adoption of a Local Road Safety may have a significant effect on the environment as the plan is comprised of location-based collision data and strategies to reduce collisions that may be used to develop future safety-related projects. (CEQA Guidelines Section 15061). In addition, any improvements as a result of the Local Road Safety Program is exempt from CEQA review as an “existing facility,” in that they will consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. (CEQA Guidelines Section 15301.) Additional analysis may be found in Section 10 of the Local Roadway Safety Plan, “CEQA Exemption Eligibility Memorandum.”

2. The Local Roadway Safety Plan attached to the staff report is approved.
