Agenda Number: 11 Section Name: {{section.name}} Account Number: 18-6110 File ID: {{item.tracking_number}} TO: City Council
FROM: Alex Khojikian, City Manager
PREPARED BY: Parks and Recreation Department
MEETING DATE: June 3, 2024
SUBJECT:

Summer Camp Bus Transportation – Agreement
RECOMMENDATION:

Approve an agreement for $109,730.80 with First Student Inc. to provide bus transportation services for City of San Mateo summer camps ; establish a contingency reserve of $10,973.00; and authorize the Director of Parks and Recreation to execute the agreement in substantially the form presented.

BACKGROUND:

The City will host summer camps for over 1,400 participants ages 6-14 at Beresford Park and the Dr. Martin Luther King.

During the eight weeks of camp (June 17, 2024 through August 9, 2024), a key component will be field trips to locations such as Great America, Bel Mateo Bowl, Coyote Point, and Oakland Zoo. Buses are needed to transport participants. City staff issued a formal request for proposals (RFP) to five transportation companies and received a total of two responses.

First Student Inc. was selected based on their ability to provide all services requested in the RFP scope. The other responsive vendor was unable to guarantee the necessary number of busses needed during the timeframe requested. First Student Inc. also successfully provided bus services for the City of San Mateo for summer camps in 2021, 2022, and 2023.

BUDGET IMPACT:
$109,730.80 plus a 10% potential contingency can be absorbed in the 2024 budget, and this agenda report is for contract authority only.

ENVIRONMENTAL DETERMINATION:

This agreement is not a project subject to CEQA, because it is an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. (CEQA Guidelines Section 15378(b)(5).)

NOTICE PROVIDED
All meeting noticing requirements were met.
