SUPPLEMENTAL QUESTIONNAIRE
PLANNING COMMISSION APPLICANTS
1. What is your understanding of the General Plan and its role in shaping San Mateo’s land use decisions and the future built environment?
The 2040 General Plan is a comprehensive long-term document that outlines the vision, goals, policies, and strategies for guiding future growth and development within San Mateo. It serves as a blueprint for land use decisions and physical development, focusing on balancing growth and change. San Mateo’s General Plan plays a crucial role in shaping land use decisions and the future built environment of the city. It should reflect the collective vision of residents, policymakers, planners, and stakeholders regarding how the city should grow and evolve while preserving its character, enhancing the quality of life, and promoting sustainability. At a super high level, the 2040 General Plan looks to increase high- density residential and mixed-use units that benefit from the existing public transportation to reduce congestion and increase resident access to an expanded local business offering. The ultimate goal is to improve the retail landscape and encourage more dollars to stay within our community. Finally, the General Plan has a community outreach focus that looks to encourage the personal health of San Mateo residents by providing better access to health care and promoting a healthy lifestyle. There is an environmental component that addresses the need to increase access to outdoor space, embrace sustainability, and enhance natural landscapes while acknowledging concerns over environmental changes and potential safety considerations.
2. As California faces the current housing crisis, local land use control over how and where new housing is created has been limited, San Mateans have a great interest and many different views on this topic.
When reviewing development proposals, how would you balance the interests of the community with the requirements of the state to promote new housing, and plan for future housing needs? How would your personal view factor into your decision?
While I have strong opinions on housing availability, limitations, and development, I must keep an open mind when reviewing development proposals. If I have learned anything, I don't always have all the information, and it is best to reserve judgment until I do. I believe there needs to be a more common sense approach to our building and development approvals. In my line of work, I have encountered so many situations where the rules made little sense, but the workaround made even less - and completely ignored the intention of the rules. Planning needs to consider the unintended consequences more as they relate to the long-term goals of San Mateo. As for the relationship to state requirements, my opinion is that any decisions must be evaluated for their benefit to our community first and foremost, and I would not be opposed to pushing back on the state to maintain the health of our San Mateo community.

SUPPLEMENTAL QUESTIONNAIRE
PLANNING COMMISSION APPLICANTS
1. What is your understanding of the General Plan and its role in shaping San Mateo’s land use decisions and the future built environment?
The general plan is a document used to guide the city's long term development. It contains rules and guidelines about what time of development is allowed in different parts of the city.
I believe that new development should be dense and concentrated near public transit options (Caltrain and bus routes along El Camino) so we can afford the infrastructure that is necessary to support new housing. I believe that mass transit, bike, and pedestrian routes should be given preference so that vehicular traffic is minimized and our city remains an enjoyable place to live.

SUPPLEMENTAL QUESTIONNAIRE
PLANNING COMMISSION APPLICANTS
1. What is your understanding of the General Plan and its role in shaping San Mateo’s land use decisions and the future built environment?
I understand that San Mateo's General Plan will serve as the guideline for how San Mateo will develop and improve over the next 20 years. It is important to have a vision for the future and the General Plan is just that. Without a vision and plan, you will not end up with the results you want, and it is with good foresight that San Mateo has put forth a general plan. I understand that it contains overarching ideas as to the future development that the city will see and how residents will live in the city for years to come.
When reviewing development proposals, I would first look to see if the proposal would be compliant with both San Mateo's zoning ordinance and the state law, as I believe it is important to follow the law in order to avoid any costly litigation that would be burdensome to the city and the taxpayers. Next, I would analyze the proposal in relation to the General Plan, as that is the agreed upon vision for the future of San Mateo. In instances when the Planning Commission has room for discretion on the proposal, I would carefully consider whether the development is going to have a net positive or negative impact on the neighborhood as it exists presently, especially considering the residents' interests as those living in close proximity of a development are most impacted, either positively or negatively, when a development is approved and built. My personal views would play a role in my analysis of the impacts to the local neighborhood, however I would consider all sides of the issue and the public's opinions before making a decision on how to proceed.

SUPPLEMENTAL QUESTIONNAIRE
PLANNING COMMISSION APPLICANTS
1. What is your understanding of the General Plan and its role in shaping San Mateo’s land use decisions and the future built environment?
I have a good understanding of the General Plan; land use expansion to build housing based on the CA state mandate as well as height requirements.
My #1 concern is for the health and safety of the community. I would assess the need and logistics of the building, as well as the impact it would have on the community mostly from a health and safety standpoint. If it is reasonable and does not affect the community's livelihood or well being, and does not diminish the culture and happiness of the community then I support building new housing.

PLANNING COMMISSION APPLICANTS
1. What is your understanding of the General Plan and its role in shaping San Mateo’s land use decisions and the future built environment?
the general plan is simple: it is the organizing tool cities use to plan development. This allows cities to plan everything from Police Force numbers to school locations.
Citizens come first - period. The needs of the city come second.

SUPPLEMENTAL QUESTIONNAIRE
PLANNING COMMISSION APPLICANTS
1. What is your understanding of the General Plan and its role in shaping San Mateo’s land use decisions and the future built environment?
The General Plan is the city’s long-term vision for how San Mateo will continue to grow and evolve through the year 2040, and a statement of community values. Different sections of the plan address numerous concerns, from emergency preparedness and ecology to transportation and land use. I believe that a holistic view is essential to tackle any of the many challenges that we face as a society, and the production of a general plan is an acknowledgement of that fact. Now that the plan has been adopted, I see it as one of the responsibilities of the Planning Commission to aid in its implementation in consultation with city staff and the other arms of city government. Related to my ongoing Preservation Masters studies, and my work with the SF Victorian Alliance, I have also been paying particular attention to the General Plan’s mandate that San Mateo craft an updated Historic Preservation ordinance. Within that is the need to prepare objective historic resource design standards, prepare new historic context statements and conduct a citywide survey to help guide heritage conservation activities, and ultimately explore the possibility of San Mateo becoming a Certified Local Government (CLG), which would provide a greater degree of local oversight. The General Plan calls for an “appropriate balance” which I agree is essential; a balanced approach has the potential to provide both better protection for the existing places and landscapes which our community values, while at the same time providing greater clarity and objectivity for redevelopment, rehabilitation and adaptive reuse projects, as San Mateo’s built environment continues to evolve and change. I am excited about the possibility of being able to contribute to this work in particular.
I believe that the first responsibility of any commissioner is to rely on the standards and guidelines provided in local and state law, and maintain an objective perspective. When there are opportunities to provide feedback which draws upon my prior experience and knowledge, I want to use those in service of furthering the interests of the community as a whole as opposed to any personal position. One of the most effective ways to ensure that the community feels seen and heard and that they are being represented objectively is to use the community-generated General Plan as a guide and work towards consensus whenever possible. As I referred to in one of my previous answers, I am currently engaged in volunteer nonprofit work which has required me to moderate discussions on exactly the concerns raised here. In that role, I have taken great care to treat all participants and perspectives with respect and objectivity, to hear all sides, and to make sure that everyone who wished to contribute has had an opportunity to do so. I also consulted with the full board prior to opening the discussion up to the membership to see if there was a consensus position which I could present. This process of collaboration and dialogue has already resulted in better outcomes for the organization than would have been possible without it, and it is how I would voluntarily choose to approach these same discussions in any setting.

For example, we recently partnered with the Asian American Bar Association of the Greater Bay Area to organize a Crystal Springs Reservoir hike followed by a brunch at Palette Tea Garden in Hillsdale. Another organization I’m proud to volunteer for is the Silicon Valley Urban Debate League, which partners lawyers with local Bay Area schools to provide support in debate-centered instruction. Through this organization, I have the opportunity to partner with K-12 schools for events like high school career days and moot court competitions. I think an essential part of this committee should be knowledge of the community and how its decisions will impact our residents. I hope that my community outreach through my current volunteer opportunities will bring additional experience and value to this commission.

SUPPLEMENTAL QUESTIONNAIRE
PLANNING COMMISSION APPLICANTS
1. What is your understanding of the General Plan and its role in shaping San Mateo’s land use decisions and the future built environment?
I understand San Mateo’s General Plan is an ongoing city planning guide that sets the overarching goals and policy ideas for the city’s next twenty years. The General Plan is not only developed by government officials, but heavily relies on community members to provide input and comments. To me, it’s been heartening over the past few years to see how seriously the city has been taking its community outreach; I appreciated being able to easily walk into pop-ups in accessible community areas like Hillsdale Mall and become more educated on the General Plan. The 2040 guide was recently adopted and includes ten Big Ideas the next few years of San Mateo. These ideas address issues including the local economy and how to support local businesses; anticipated environmental changes like the sea level rise and protection from extreme weather events; prioritizing mobility and local connectivity through increased transportation options; and enhancing the quality of life for all residents, including those in our city who are historically disadvantaged. Chief among the priorities for the General Plan is shaping San Mateo’s future land use decisions, with the 2040 Land Use Element informing how the City addresses California’s next three required Housing Element cycles. Beginning in 2025, the city will complete a comprehensive zoning code update so that it is consistent with the 2040 General Plan. While I understand the General Plan sets out the goals and related policies for the city, it will be up to the City Council and Planning Commission to action those goals and policies, in a way that is consistent and honors the General Plan.
California’s housing crisis, and how that applies to the relatively affluent cities in the Peninsula, is undoubtedly complex. The state and local governments have understandably attempted to address the issue, which encompasses both a lack of housing and specifically the lack of affordable housing, by mandating the creation of additional housing throughout our local counties and cities. However, a blanket solution doesn’t adequately address the concerns of local communities and residents, who care about not only housing, but issues of safety and community culture. In the first instance, community members need to be both educated and heard. The average San Matean may not know what government regulations mandate and what can or cannot be done according to those regulations; being more fully educated will inform how community residents react to and respond to housing decisions.
We also need to consider the diversity of our city; many don’t have the time or resources to attend a local commission or city council meeting. We need to first think of how to more effectively do outreach to all members of our community and how to collect their opinions, even if in an informal setting.
Ultimately, there is common ground among the different factions on this issue. At their core, all San Mateans value safety and the right to housing. It’s up to local officials to communicate these shared values and to remain transparent in their decision making with our city’s residents.

SUPPLEMENTAL QUESTIONNAIRE
PLANNING COMMISSION APPLICANTS
1. What is your understanding of the General Plan and its role in shaping San Mateo’s land use decisions and the future built environment?
The General Plan is the FOUNDATION for local land use planning, and serves as the guideline for the future of San Mateo. The General Plan provides a VISION for the foreseeable planning horizon and reflects the community's long-term vision. The Plan translates this Vision into GOALS, POLICIES and ACTIONS for the physical development of San Mateo and is used by the City Council and the Planning Commission when considering land-use and planning-related decisions.
I was raised by a Father who strongly believed in following the rules, even if you did not agree with them. That is a principle I follow to this day. While I may not always agree with the laws (rules) that have and are being passed in Sacramento, I will follow them, and work towards a solution that is best for the City of San Mateo. New housing, especially at the lower income levels, is urgently needed. I would be a strong advocate for new "affordable" housing in appropriate locations within San Mateo, such as near public transit, commercial and retail businesses. I would read and study all meeting materials prior to the Planning Commission meetings; would actively listen to comments from the public and fellow Planning Commissioners and share my personal comments; and then engage in discussion with my fellow PC Commissioners to work towards crafting a decision that will benefit the greatest number of San Mateo residents.

PLANNING COMMISSION APPLICANTS
1. What is your understanding of the General Plan and its role in shaping San Mateo’s land use decisions and the future built environment?
General Plan should be planned according to its diversity in population, should be enjoyable and viably vibrant, safe and secured to the community and with a community that is enhanced and flourishes to all members of the community.... The City and Community stands and plans on a community with limited land availability, therefore needs individual that will plan appropriately for the future with its use of available resources;
The State requires General Plan to be comprehensive and a long term plan for its physical Development.
However, the City of San Mateo has limited land space for its physical use and development of the area.
Therefore, the City must, in an ongoing review the existing policy and to update its general plan, goal and vision. Perhaps, the ordinances and codes for residential area near town can be more flexible, with allowance of additional units to help with needed housing availability. The City must consider Land Use that is comprehensive, with policies that will guide the future use and appropriate land development to enhance the City of San Mateo. The City must implement the voice of the communities as to the goals and development of the community. Because of the limited land use, it's appropriate for proposals and future plan to include and appropriate considers the roadways, available and possible public transportation, traffic routes that is needed to improve and help with the community development. As for my personal view, I have the abilities to accept and support majority decisions as to any planning development......
