FROM: Alex Khojikian, City Manager
PREPARED BY: Public Works Department
MEETING DATE: June 17, 2024
SUBJECT:
Water Quality Control Plant Supply of Liquid Emulsion Polymer – Contract RECOMMENDATION:
Adopt a Resolution to approve an alternative purchasing procedure and award a one-year contract to SNF Polydyne for the supply of liquid emulsion polymer in the amount of $523,018, including sales tax and tariff; and authorize the Public Works Director to execute the contract in substantially the form presented.
BACKGROUND:
The Water Quality Control Plant (WQCP) uses liquid emulsion polymer for the dewatering of biosolids. Polymer use is critical for the dewatering process. The lower the water content in the biosolids, the lower the transportation costs associated with disposal hauling.
The current supplier, SNF Polydyne, has provided a custom-blended polymer that has been tested and optimized for the WQCP’s biosolids. Staff recommends the continued use of this same polymer blend, Clarifloc WE-1273 and WE-1728, from SNF Polydyne because it performs well and produces the results needed to maintain day-to-day WQCP operations. The testing of different polymer blends from other chemical vendors would be a labor-intensive task, requiring additional performance optimization testing. San Mateo Municipal Code section 3.60.050(b) authorizes procurement without competitive bidding procedures when calling for bids is impracticable, unavailing, or impossible. A contract with SNF Polydyne is appropriate pursuant to these standards since SNF Polydyne is the sole-source provider of its polymer blend, Clarifoc WE-1273 and WE-1728, which has shown superior performance results. Therefore, staff recommends the purchase of polymer from SNF Polydyne. The contract includes the supply and delivery of 257,890 pounds of the chemical product.
Contractor Bid Amount Contract Amount*
SNF Polydyne $1.85/lb + 9.625% sales tax $523,018
The unit price bid for SNF Polydyne was $1.85 per pound. The term of the contract is 12 months, and the price is to remain firm for the entire period. Including sales tax and tariff, the total cost to the City is approximately $523,018.
BUDGET IMPACT:
Funding is budgeted for the supply of chemicals in the Water Quality Control Plant Operations Program Budget.
ENVIRONMENTAL DETERMINATION:
This Council action is not a project subject to CEQA, because it is a continuing maintenance activity involving the purchase of supplies and a government fiscal activity which does not involve any commitment to any specific project which may
