FROM: Alex Khojikian, City Manager
PREPARED BY: Community Development Department
MEETING DATE: June 17, 2024
SUBJECT:

Technical Planning Services for Fiscal Year 2022-2023 – Agreement RECOMMENDATION:

Adopt a Resolution to approve an alternative purchasing procedure; approve an agreement in an amount not to exceed $31,663.75 with Good City Company for technical planning services delivered during fiscal year 2022-23; and authorize the City Manager to execute the agreement in substantially the form presented.

BACKGROUND:

On July 18, 2022, the City Manager approved a one-year contract with Good City Company to provide professional planning services for Fiscal Year (FY) 2022-23 with a not to exceed amount of $99,000. In FY 2022-23, due to staff shortages and major initiatives on the Department’s workplan, the actual costs for FY 2022-23 were $130,663.75.

Specifically, the Planning team lost three planners towards the end of this contract period while continuing with major workplan items, such as the General Plan Update, Housing Element Update, and other projects and policy initiatives, as well as planning application and permit processing. To reflect accurate costs of services provided in FY 2022-23, a new contract is required.

Pursuant to San Mateo Municipal Code Section 3.60.050(b), the City may use any purchasing procedures approved by the City Council, if it makes a finding concurrent with the award of the contract that the procedures are in the best interest of the City (Attachment 2). This agreement is for services already rendered that were related to an existing vendor who had the technical knowledge to continue providing services for specialized projects. Thus, staff recommends approval of the fiscal year 2022-23 agreement (Attachment 1) in an amount not to exceed $31,663.75 is in the City’s best interests.

BUDGET IMPACT:

The Community Development Department absorbed all additional costs related to this action within its budget for fiscal year 2022-23, with funding for the work coming from the Advanced Planning Fund and Construction Services Fund, depending on the specific services rendered. As such, no additional budget appropriation is needed.

ENVIRONMENTAL DETERMINATION:

This item is not a project subject to CEQA, because it is an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. (CEQA Guidelines Section 15378(b)(5).)
