SUBJECT:
Citywide Custodial Services – Amendment
RECOMMENDATION:
Approve Amendment No. 7 to the service agreement with Imperial Maintenance Services, Inc. for Citywide Custodial Services to exercise the final one-year extension; increase the agreement by $1,048,870.97, for a total agreement amount not to exceed $6,420,635.22; and authorize the Public Works Director to execute Amendment No. 7 in substantially the form presented.
BACKGROUND:
The Fleet and Facilities Division of Public Works contracts with Imperial Maintenance Services, Inc. (Imperial) to perform scheduled cleaning of City facilities, keeping them in good condition for both staff and members of the public.
In February 2018, a three-year service agreement was awarded by City Council to Imperial for Citywide Custodial Services with an annual not-to-exceed amount of $747,600. The approval also allowed for five (5) optional annual extensions of the service with annual increases to the budget.
Since the execution of the 2018 agreement, Amendments 1 and 2 were approved and executed to adjust the term of the agreement to align with fiscal year end and set minimum wage requirements to align with the City’s minimum wage ordinance instead of the State’s minimum wage requirements. Amendments 3 through 6 were approved and executed to provide four of the five optional annual term extensions, add annual funding to the agreement, include additional cleaning services for new buildings, and account for annual Consumer Price Index (CPI) increases.
Amendment No. 7 will execute the last optional annual term extension through June 30, 2025 and increase the scope of work to include services for the future Wastewater Treatment Plant administration building. The amendment includes a
3.8% CPI increase to the annual fee, which establishes an annual total not-to-exceed amount of $1,048,870.97 for a total agreement amount not to exceed $6,420,635.22. In addition, Amendment No. 7 includes Juneteenth (June 19th) as a City- observed holiday. Based on the above, staff recommends Council approval of Amendment No. 7.
BUDGET IMPACT:
The Amendment No. 7 increase of $1,048,870.97 includes an annual base fee of $943,983.87 plus up to $104,887.10 for performance-based compensation. Funding for custodial services is included in the annual operating budgets for each department that utilizes City facilities.
ENVIRONMENTAL DETERMINATION:
This Amendment is categorically exempt from CEQA as an “existing facility,” because it consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities,
