FROM: Alex Khojikian, City Manager
PREPARED BY: Public Works Department
MEETING DATE: June 17, 2024
SUBJECT:

Caltrans 82/ECR Roadway Rehabilitation Upgrade Project – Agreement RECOMMENDATION:

Adopt a Resolution to approve an agreement with Caltrans for 82/ECR Roadway Rehabilitation Upgrade Project and authorize the Public Works Director to execute the agreement in substantially the form presented.

BACKGROUND:

The California Department of Transportation (Caltrans) is preparing for a street rehabilitation project along El Camino Real encompassing the cities of Millbrae, Burlingame, Hillsborough, and San Mateo. The project is currently in the design and coordination phase and is anticipated to begin construction in 2025. The scope of work includes full roadway rehabilitation, improvements to drainage and localize flooding, and upgrades to existing curb ramps and sidewalks.

Typical of roadway improvement work, utility covers, manhole lids, and valve covers need to be adjusted to meet the final elevation/grade of the street once improvements are complete. Caltrans has identified 27 manhole grade conflicts within the City of San Mateo limits, summarized in Attachment 3 – Manhole Quantity Table, along El Camino Real between E.

Santa Inez Avenue and Peninsula Avenue.

Caltrans wishes to enter into agreement with the City of San Mateo and be granted the authorization to make physical adjustments in the field. Therefore, staff is making a recommendation for approval of the agreement.

BUDGET IMPACT:

There is no expected budget impact to the City. Caltrans will be assuming all costs associated with the adjustment of utility manhole covers for their project.

ENVIRONMENTAL DETERMINATION:

This project is categorically exempt from CEQA as an “existing facility,” because it consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use. (CEQA Guidelines Section 15301.)
