SUBJECT:

Recruitment Services – Change Order
RECOMMENDATION:

Approve Change Order No. 2 to the contract with It's Personnel Consulting for the purpose of professional recruitment services in the amount of $60,000.00 for a new contract total of $150,000.00; and authorize the City Manager to execute the change order in substantially the form presented.

BACKGROUND:

The FY 2023-24 agreement with It’s Personnel Consulting to conduct professional recruitment services had an original Purchase Order (PO) amount of $60,000.00. In November 2023, the City retained the services of It’s Personnel to conduct recruitment services as part of the recruitment blitz to fill critical vacancies. As of July 1, 2023, It’s Personnel has conducted 55 recruitments for the City of San Mateo while the HR recruitment staff participate in the Workday implementation. In March 2024, the PO amount was increased to $90,000.00 through Change Order No. 1 with City Manager approval.

Currently, $1,352.85 remains on the PO with approximate incurred expenses to be paid in the amount of $26,317.27 for recruitment services through April 2024. HR is requesting to increase the PO amount by $60,000.00 for a total contract of $150,000.00 for recruitment services through June 30, 2024.

BUDGET IMPACT:

The recruitment services conducted by It’s Personnel Consulting are paid for by the recruiting department and there is sufficient funding within the department budgets to cover the additional costs.

ENVIRONMENTAL DETERMINATION:

This change order is not a project subject to CEQA, because it is an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. (CEQA Guidelines Section 15378(b)(5).)
