Amendment No. 2
Additional Review of Control Narrative s and Startup Assistance
The City of San Mateo (City) is improving the San Mateo/Estero Municipal Improvement District Wastewater Treatment Plant (WWTP). Significant changes are being made for wet weather flow and nutrient removal, including a new membrane bioreactor (MBR) process and wet-weather BioActiflo.
The upgraded WWTP will also include facilities for disinfection of Title 22 (T22) tertiary recycled water and for environmental discharge into the San Francisco Bay (Bay discharge). The City has requested that Trussell prepare this scope of work to 1) provide additional review of the disinfection and discharge process control narratives, 2) provide startup assistance, as well as two optional tasks for on-site support during 3) facility startup and 4) DDW inspection. This amendment builds off of previously approved scopes to provide additional funds for one existing task (Task 1) and allocate additional funds for three new tasks (Tasks 5 through 7).
Task 1: Additional Review of Disinfection and Discharge Control Narrative s
Previously, the City approved a scope of work for Trussell to review the disinfection and bay discharge process control narrative submittals. The scope of work included reviews of the draft and revised T22 disinfection and bay discharge process control narratives. Trussell completed this scope of work at the end of May 2023. After May 2023, HDR engaged Trussell for review of additional revisions to the control narratives. Trussell has been helping with the additional control narrative reviews requested by HDR since completion of the original scope of work in May 2023.
Currently, the control narratives for T22 disinfection and bay discharge have been separated into three submittals based on area: area 55/56 (T22 disinfection in MBR pipeline), area 07 (CCBs for bay discharge), area 70 (chemical storage and pumping). The T22 disinfection control narrative is PCM 22 for areas 55/56 and 70. The bay discharge control narrative is PCM 08 for area 07. HDR is anticipating continued work on reviewing and approving the process control narrative submittals.
This scope expansion includes Trussell’s level of effort completed to date and future work.
Since the completion of the original scope, Trussell has provided continued support on the control narratives focusing on area 55/56 submittal (dated 9/21/23) and the area 70 submittal (dated 7/22/23 and 10/2023). Trussell will provide additional review and comments on the T22 disinfection and bay discharge control narratives. The future effort is anticipated to include a total of fifteen 1-hour meetings for all three control narratives.
Deliverables
Area 55/56:
• Reviewed and confirmed if comments were addressed on the revised T22 disinfection control narrative
• Reviewed and confirmed comments on HDR’s list sent to Tesco • Provided review of HDR’s specifications for T22 disinfection and bay discharge • Participated in meetings, phone calls, and email discussions with HDR, Tesco, and Brown and Caldwell (4 meetings/calls and ~12 emails)
• Future work:
Trussell Technologies Inc. | Pasadena | San Diego | Oakland | o Three additional rounds to review and confirm comments on updated T22 disinfection control narrative
o Participate in five 1-hour conference calls to discuss review comments (5 hrs total, virtual)
Area 70:
• Reviewed and confirmed if comments were addressed on the revised T22 disinfection control narrative
• Reviewed and confirmed comments on HDR’s list sent to Tesco • Participated in meetings, phone calls, and email discussions with HDR, Tesco, and Brown and Caldwell (4 meetings/calls and ~11 emails)
• Future work:
o Three additional rounds to review and confirm comments on updated T22 disinfection control narrative
o Participate in five 1-hour conference calls to discuss review comments (5 hrs total, virtual)
Area 07:
• Reviewed specifications for bay discharge
• Participated in email discussions with HDR (~3 emails) • Future work:
o Three additional rounds to review and confirm comments on updated bay discharge control narrative
o Participate in five 1-hour conference calls to discuss review comments (5 hrs total, virtual)
Assumptions
• Trussell review comments will be provided within 2 weeks of receiving control narratives
Task 5: Startup Assistance
In this task, Trussell will update HDR’s Testing, Startup, and Commissioning Plan with information relevant to the testing of the T22 disinfection and bay discharge systems. This will include updating Section 5 (Startup and Commissioning Test Periods), 6 (WWTP Testing Plan), 7 (Startup and Seeding Plan), and 8 (Acceptance Tests) to include T22 disinfection and bay discharge startup information.
The updates will align with the specifications with the overall testing approach for the MBR Permeate Pipeline, CCB1, and CCB2 startup.
Updates for Section 5 include updating tables and descriptions for factory and site acceptance testing, functional testing, and demonstration testing of the T22 disinfection and bay discharge facilities. Updates for Section 6 include adding operating parameters during demonstration testing for T22 disinfection and bay discharge facilities. Examples include, but are not limited to, characteristics of the MBR permeate pipeline and CCBs, descriptions of the chemical dosing pumps, and anticipated flows. Updates for Section 7 include updating and adding a section on starting up the T22 disinfection and bay discharge facilities with wastewater. Additions include, but are not limited to, general flow through the treatment facility, sampling frequency, and influent and effluent values through the treatment system. Updates for Section 8 include writing up an outline of how the T22 disinfection and bay discharge systems should be tested to ensure they meet effluent water quality regulatory requirements. Examples include, but are not limited to, descriptions of testing at
Trussell Technologies Inc. | Pasadena | San Diego | Oakland | variable flows, variable water qualities, PLC control loops, and alarms.
Deliverables
• Draft and Final updates to Section 5 of the Testing, Startup, and Commissioning Plan • Draft and Final updates to Section 6 of the Testing, Startup, and Commissioning Plan • Draft and Final updates to Section 7 of the Testing, Startup, and Commissioning Plan • Draft and Final updates to Section 8 of the Testing, Startup, and Commissioning Plan
Assumptions
• HDR will provide the most up-to-date Testing, Startup, and Commissioning Plan and will incorporate Trussell's write-ups into the Plan
Optional Task 6: On -site Support for Startup Assistance
Upon City request, Trussell will provide as-needed, on-site support during the T22 disinfection and bay discharge Testing, Startup, and Commissioning Plan implementation. On-site support includes confirming that the T22 disinfection and bay discharge systems are operating properly as outlined in the Testing, Startup, and Commissioning Plan and can handle the variable influent flow rates and water quality conditions outlined in the specifications and control narratives.
Deliverables
• Two rounds of 2 days of site visits (4 days total)
• Documentation of site visits and results of testing
Assumptions
• Trussell will be on-site to observe testing during the acceptance testing phase.
Optional Task 7: On -site Support for DDW Inspection
While the City will be able to produce T22 quality water, it does not yet have the strorage and distribution infrastructure to distribute it to recycled water customers. Consequently, a DDW inspection is likely not a requirement if the water will not be sent to distribution. However, the City may still consider an inspection with DDW to request interim approval for the production of recycled water. Currently, DDW is undergoing significant staff turnover which raises the possibility that future DDW staff will not have the experience and/or institutional knowledge regarding the City’s recycled water project. Receiving written approval from current DDW staff regarding the production of recycled water could help minimize the possibility that future DDW staff will impose new or different requirements on the project. Upon City request, Trussell will provide as-needed, on-site support during the DDW inspection of T22 disinfection and bay discharge facilities. On-site support includes confirming that the system is operating properly and conforms to DDW’s requirements for T22 disinfection and bay discharge.
Deliverables
• Agenda for DDW inspection
• Two days of site visits (one day rehearsal, one day for DDW visit) • Documentation of visit including any changes needed for the controls
