RESOLUTION NO. (2024)

APPROVING AN ALTERNATIVE PURCHASING PROCEDURE FOR AN AGREEMENT WITH GOOD CITY COMPANY FOR PLANNING SERVICES RENDERED FOR FISCAL YEAR 2022-23
WHEREAS, the City of San Mateo entered into a one-year contract on July 18, 2022 with Good City Company to provide professional planning services; and
WHEREAS, the City’s original contract was for $99,000 and actual services rendered amounted to a total of $130,663.75, resulting in a $31,663.75 difference, due to staff shortages and major initiatives on the Community Development Department’s workplan; and
WHEREAS, the City requests additional contract authority from City Council in an amount not to exceed $31,663.75 for services rendered in fiscal year 2022-23; and WHEREAS, Municipal Code Sections 3.60.050(b) provides that exceptions to the City Council award procedures are possible if the Council makes a finding concurrent with the award that calling for bids for that particular agreement is impracticable, unavailing, or impossible; and WHEREAS, City staff recommends approval of the additional agreement with Good City Company for services rendered in 2022-23 in an amount not to exceed $31,663.75.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN MATEO, CALIFORNIA, HEREBY FINDS and RESOLVES that:

1. This agreement is not a project subject to CEQA, because it is a government fiscal activity which does not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment. (CEQA Guidelines Section 15378(b)(4).)

2. Pursuant to Municipal Code Section 3.60.050(b), calling for bids would be impracticable, unavailing, or impossible because Good City Company has already rendered services for fiscal year 2022-23.
