Agenda Number: 10 Section Name: {{section.name}} Account Number: 82-4681 File ID: {{item.tracking_number}} TO: City Council
FROM: Alex Khojikian, City Manager
PREPARED BY: Public Works Department
MEETING DATE: July 15, 2024
SUBJECT:

Public Works Facilities Program Manager - Professional Services Agreement RECOMMENDATION:

Approve an agreement to ArcPath Project Delivery, Inc. to provide professional program management services to the Public Works Facilities Division for Fiscal Year 2024-25 in the amount of $150,000; and authorize the Public Works Director to execute the contract in substantially the form presented.

BACKGROUND:

Public Works staff requires the services of a professional program manager to assist the Public Works Facilities Division with the delivery of Capital Improvement and Maintenance projects. Currently, the division has only one Project Manager and forty-six active projects in various phases of development, design, permitting, and construction. There is an immediate need for a program manager that can provide services ranging from developing charters, procuring consultants and contractors, and coordinating construction and architectural consultation.

Staff solicited proposals for program manager support services and received three proposals with the following results:

ArcPath Project Delivery, Inc: $150,000
SET Consulting: $165,000
AECOM: $214,000
After reviewing the proposals, staff recommends awarding an agreement to ArcPath Project Delivery, Inc. (ArcPath).

ArcPath’s proposal addresses the City’s needs at a reasonable cost, its business model is focused solely on delivering projects for municipalities and districts, and ArcPath has previously provided satisfactory program management support services for the Facilities division.

BUDGET IMPACT:

There is sufficient funding budgeted in the various Capital Improvement Program projects requiring these services to fund this agreement.

ENVIRONMENTAL DETERMINATION:

This City Council action is exempt from CEQA under the “common sense” exemption, because it can be seen with certainty that there is no possibility that the approval of an agreement for professional project management services may have a significant effect on the environment. (CEQA Guidelines Section 15061.)
