CALL TO ORDER at 9:00 a.m.

Present: Mayor Diaz Nash, Deputy Mayor Newsom, Council Members: Hedges, Lee, and Loraine
PUBLIC COMMENT
Dave Cohen, Ethics San Mateo, spoke in support of the need for this Council Governance Workshop and a code of conduct and ethics standards that are clear, enforceable and contain consequences for violations.
STUDY SESSION
1. City Council Governance Workshop
Jan Perkins and Susan Healy Keen of Raftelis facilitated a City Council Governance workshop with the purpose of creating a consensus on a Code of Conduct to be brought before the City Council for adoption at a future regular city council meeting.
City Manager Khojikian spoke on the need for respect, civility, and decorum and importance of serving the community of San Mateo. Jan Perkins provided a summary of Best Governance Practices as identified by the Institute for Local Government. The council provided direction on a Code of Conduct for future adoption. The council also directed that staff coordinate a future check-in on the effectiveness of this new Code of Conduct in early 2025.
