MEETING DATE: August 19, 2024
SUBJECT:

Police Department Motorcycle Replacement - Contract
RECOMMENDATION:

Adopt a Resolution to approve an alternative purchasing procedure and approve a purchase contract with National Auto Fleet Group, a Division of Chevrolet of Watsonville, for the purchase of four (4) new BMW RT 1250 police specification motorcycles in the total amount not to exceed $165,582.83; establish a contingency reserve in the amount of $20,000; and authorize the Public Works Director to issue change orders and execute the purchase contract in substantially the form presented.

BACKGROUND:

The City of San Mateo’s Police Department (SMPD) operates a fleet of motorcycles within the police traffic division. These motorcycles are utilized for traffic enforcement as well as special assignment details, often operating in high visibility of the public, performing honor guards, funeral processions, public outreach, as well as security detail for presidential and dignitary motorcades. Recent special deployments include APEC Summit presidential motorcade, Special Olympics Torch Run, parade escorts, and elementary school bicycle rodeos.

The replacement of police vehicles is critical to provide safe transportation during the execution of police duties.

Additionally, police motorcycles provide a unique platform for community outreach and engagement. The SMPD is requesting the replacement of four (4) motorcycles that have exceeded their useful life with new BMW RT 1250 motorcycles. The BMW RT 1250 meets the specifications set forth by SMPD and has been found to be a safe, efficient, and effective motorcycle platform for SMPD. The BMW RT 1250 is the preferred motorcycle utilized by many other state and local law enforcement agencies including Los Angeles and Sacramento Police Departments.

As part of the transition to a Green Fleet, staff continually research electric options during the procurement process and aim to replace vehicles with alternative-fueled vehicles when available. At this time a viable EV police motorcycle platform is unavailable. When an electric version is not available, staff evaluates all options and selects the most suitable option currently available. The BMW RT1250 has been found to be fuel efficient, low emission, and offers quieter operation, which in turn reduces noise pollution.

San Mateo Municipal Code Section 3.60.070(h)(3) authorizes the City Council to approve an alternative purchasing procedure when it finds doing so is in the best interest of the City. Sourcewell (formerly NJPA) is a government organization that solicits, receives, and reviews competitive bids for various specialty equipment, including the BMW RT 1250 motorcycle. Sourcewell has conducted competitive, public bids to select vendors to achieve competitive pricing and has selected National Auto Fleet Group as one of their vendors. National Auto Fleet Group is authorized to sell BMW motorcycles through SourceWell and will fulfill the purchaser order on behalf of BMW Motorcycles based on the

Sourcewell contract. Therefore, the purchase of four (4) new BMW RT 1250 motorcycles from National Auto Fleet Group is in the best interest of the City because the BMW RT 1250 motorcycle is the recommended replacement for the existing SMPD motorcycles and the City may rely on bids obtained from Sourcewell because it has solicited, received, and reviewed competitive bids for the desired BMW motorcycle through its cooperative purchasing program.

Based on the above, staff recommends the purchase of (4) new BMW RT 1250 motorcycles from National Auto Fleet Group. A contingency reserve, in the amount of $20,000, is requested to cover possible market fluctuation and ancillary items.

BUDGET IMPACT:

This purchase contract will be funded from the Vehicle and Equipment Replacement Fund. Sufficient funding is available.

ENVIRONMENTAL DETERMINATION:

This purchase contract is not a project subject to CEQA, because it can be seen with certainty that there is no possibility that the purchase of four replacement police motorcycles may have a significant effect on the environment. (CEQA Guidelines Section 15061(b)(3).)
