FROM: Alex Khojikian, City Manager
PREPARED BY: Public Works Department
MEETING DATE: August 19, 2024
SUBJECT:
1001 Haddon Drive Ponding Repair – Agreement
RECOMMENDATION:
Approve an agreement with W.R. Forde Associates, Inc. for 1001 Haddon Drive Ponding Repair Project in the amount of $163,415.00; establish a contingency reserve in the amount of $24,500; and authorize the Public Works Director to execute the agreement in substantially the form presented and issue change orders as allowed by the contract documents and within the amount of the contingency amount.
BACKGROUND:
In October 2022, residents alerted the City to significant settlement occurring along the sidewalk, curb, gutter, and roadway in front of 1001 Haddon Drive. The 1001 Haddon Drive Ponding Repair (Project) will repair the settlement and associated ponding along with the sidewalk and curb at this location with an Engineer’s Estimate for the Project of $184,950.00.
The project was advertised on May 6, 2024, and a total of three (3) bids were received and opened on June 4, 2024. The bids received are listed below in order of increasing bid amount.
Contractor Grand Total Bid Amount
W.R. Forde Associates, Inc. $163,415.00
Golden Bay Construction, Inc. $188,544.00
Raposo Engineering, Inc. $242,468.60
After review of bid documents, staff determined that W.R. Forde Associates, Inc. is the lowest responsive, responsible bidder. Therefore, staff recommends W.R. Forde Associates, Inc. be awarded this construction agreement. Staff also recommend a 15% contingency to be established given the small size of the construction agreement as well as the uncertainty of the stability of underlying soils on these streets.
BUDGET IMPACT:
Sufficient funds are available in the Citywide Street Rehabilitation Package 2 (467008) project budget to award this work in the amount of $163,415.00 and the contingency reserve of $24,500.00.
ENVIRONMENTAL DETERMINATION:
This project is categorically exempt from CEQA as an “existing facility,” because it consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. (CEQA Guidelines Section 15301.)
NOTICE PROVIDED
All meeting noticing requirements were met.
