Agenda Number: 8 Section Name: {{section.name}} Account Number: 10-4662 File ID: {{item.tracking_number}} TO: City Council
FROM: Alex Khojikian, City Manager
PREPARED BY: Public Works Department
MEETING DATE: August 19, 2024
SUBJECT:

Staff Augmentation Services – Agreement
RECOMMENDATION:

Approve a professional consultant services agreement to SNG & Associates, Inc. in an amount not to exceed $200,000; establish a contingency reserve of $20,000; and authorize the Public Works Director to execute the agreement in substantially the form presented and issue any future amendments within the contingency amount.

BACKGROUND:

On May 8, 2024, the Department of Public Works staff issued a request for proposals (RFP) to select qualified firms to provide staff augmentation services to assist the City in managing and implementing capital improvement projects and City facilities projects. Consultant services are needed due to the loss of multiple engineering staff within the Capital Improvement/Engineering division. Staff recommends SNG & Associates, Inc. (SNG) to assist with capital improvement projects until new engineering staff are hired.

The City received a total of six (6) proposals that were evaluated based on the firms’ project understanding, experience with similar projects, and technical ability of key staff. Staff short-listed two firms and conducted interviews with each firm’s proposed project team. SNG was identified as the highest-ranked firm. In addition, SNG’s staff augmentation approach, schedule, availability, and budget all align with the City’s needs.

To manage staff augmentation services, staff will develop specific task orders, scopes of work, and budgets to be performed.

Based on the above, staff recommend entering into a professional consultant services agreement with SNG for staff augmentation services in an amount not to exceed $200,000. Additionally, staff recommends establishing a contingency reserve in the amount of $20,000 to cover any unforeseen costs. The proposed term of this agreement is through June 2026.

BUDGET IMPACT:

There is sufficient funding in the Capital Improvement Program Engineering Division’s operating budget and within individual project budgets to fund this agreement and establish the contingency reserve. As such, no additional budget appropriations are required.

ENVIRONMENTAL DETERMINATION:

This Council action is not a project subject to CEQA review under the “common sense” exemption, because it can be seen with certainty that there is no possibility that the award of a staff augmentation agreement to assist the City in managing capital improvement projects may have a significant effect on the environment. (CEQA Guidelines Section 15061(b)(3).)
