SUBJECT:
Fashion Island Boulevard/19th Avenue Class IV Bikeway Project – Grant Application RECOMMENDATION:
Adopt a Resolution to approve the submittal of an application to the San Mateo County Transportation Authority for $2 million in Measures A and W Pedestrian and Bicycle Program Grant Funding for the Fashion Island Boulevard/19th Avenue Class IV Bikeway Project.
BACKGROUND:
The San Mateo County Transportation Authority released a Call for Projects for grant funding from the Measures A and W Pedestrian and Bicycle Program on June 10, 2024. The funds through this grant program are intended to support projects that improve bicycling and walking accessibility and safety to encourage greater use of active transportation modes.
Measure A was reauthorized in 2004 and is a half-cent sales tax for transportation improvements. Three percent of the revenue from Measure A is available through this grant program. Measure W was authorized by voters in 2018 and is a half-cent sales tax measure for transportation improvement implementation. Five percent of Measure W revenue is available through this grant program.
Staff proposes submitting a $2 million grant application for construction of the Fashion Island Boulevard/19th Avenue Class IV Bikeway Project (Project). This Complete Streets project would implement a Class IV separated bikeway on Fashion Island Boulevard and 19th Avenue that provides many co-benefits for the pedestrian network and connectivity in the project area. The dedicated protected bikeway under the US 101/SR 92 interchange will provide access from eastern San Mateo and Foster City to both the existing Hayward Park Caltrain Station and the proposed US 101/SR 92 SamTrans Mobility Hub to facilitate multimodal transportation connections. The bikeway improvements would be designed to improve conditions near the freeway on-/off-ramps, incorporate areas for green stormwater infrastructure, develop protected intersections, and fill in gaps in the existing bicycle network. In addition, the project will also help improve vehicle congestion on the 19th Avenue Fashion Island corridor by optimizing the South Norfolk Street/Fashion Island Boulevard intersection and Fashion Island Boulevard bridge to improve vehicle travel times by over 50 percent.
The proposed grant application will advance the recommended improvements in the 2020 Bicycle Master Plan and is consistent with City Council Priority Number 36 to improve vehicle congestion on 19th Avenue Fashion Island Boulevard from Grant to Mariners Island Boulevard and Number 37 to complete all high and medium high projects in the 2020 Bicycle Master Plan. The project design is starting this fiscal year and approximately $4.5 million has already been secured toward a $10+ million anticipated total construction cost. This grant, if awarded, would add an additional $2 million to secured construction funding and staff intends to apply for a Regional Measure 3 grant this fiscal year for the remainder of the necessary construction funding. If awarded, the grant requires a 10% match ($200,000), which is currently planned to be provided through an existing $500,000 federal earmark awarded to the Transportation Authority for improvements on this corridor.

BUDGET IMPACT:
The submittal of the grant application for $2,000,000 has no immediate financial impact. If awarded, the required ten percent minimum match would come through a $500,000 federal earmark to the Transportation Authority for the project corridor.
ENVIRONMENTAL DETERMINATION:
This City Council action is not a project subject to CEQA, because it can be seen with certainty that there is no possibility that approval of an application submission for grant funding may have a significant effect on the environment. (CEQA Guidelines Section 15061(b)(3).)
NOTICE PROVIDED
All meeting noticing requirements were met.
