SUBJECT:

Community Wellness and Crisis Response Team Mental Health Partnership Services – Agreement RECOMMENDATION:

Approve an agreement with the County of San Mateo for the provision of the Community Wellness and Crisis Response Team Program in FY24/25 in the estimated amount of $79,100; approve a change order in the amount of $35,267.46 to cover the final costs for CWCRT services rendered in FY23/24; authorize the Chief of Police to issue change orders of up to $50,000 cumulatively and the City Manager to issue change orders in excess of $50,000 but not to exceed $100,000 cumulatively; and authorize the Chief of Police to execute the agreement in substantially the form presented.

BACKGROUND:

The City of San Mateo has partnered with San Mateo County Behavioral Health and Recovery Services along with Daly City, Redwood City and South San Francisco on the Community Wellness and Crisis Response Team (CWCRT) Mental Health Clinician Cost-Sharing Pilot Program since 2021. This program embedded a clinician, provided by local non-profit Star Vista, with the participating police departments to optimally respond to individuals experiencing a mental health crisis. Since implementation, the clinician and overall program have been a resounding success and a valuable addition to public safety in the City of San Mateo.

The original CWCRT pilot program (whereby the County of San Mateo shared in the costs) concluded at the end of the 23/24 Fiscal Year. In recognition of the tremendous value the clinician has provided in meeting the behavioral health crisis needs of the San Mateo community, the City Council authorized the addition of a new position (1.00 FTE) to provide these important services as part of the adoption of the 24/25 budget. Staff has completed the recruitment process and effective September 29, 2024, has hired a clinician who is a full-time merit employee to operate the CWCRT moving forward.

The new proposed agreement will accomplish two important tasks. First, it will provide for the continuation of the CWCRT program and partnership between the County of San Mateo, Star Vista, and the City of San Mateo from July 1 to September 28, 2024, while the City continued to partner with the County and Star Vista to provide contracted crisis clinical co-response within the CWCRT program. It also outlines program operations, data sharing and access, and the City’s funding responsibility for that time frame, which is estimated at $79,100. Second, the new agreement outlines how the program will operate from September 29, 2024 to June 30, 2025, with the City providing a clinician as our own employee, defining operations, respective responsibilities, data sharing and access, etc. This MOU will ensure the City clinician will have the data access, support, and network to continue to operate within the CWCRT program.

Additionally, when the CWCRT pilot agreement was initially approved by the City Council in 2021, the contractual cost authorization sought was an estimate. The initial contract concluded June 30, 2024 and the final invoice exceeds the cumulative spend authorization by $35,267.46. This is due to the City of San Mateo completing the hiring/onboarding process of our contracted clinician sooner than the partner agencies, as well as Cost of Living Adjustment increases which

were called for, but not quantified, in the agreement. It is recommended the City Council approve a change order in the amount of $35,267.46 to cover the final cost for the CWCRT services rendered in FY23/24 bringing the total contractual cost for the initial pilot program contract to $191,449.46.

BUDGET IMPACT:

These actions can be accommodated in the Police Department’s operating budget with no net impact to the General Fund.

ENVIRONMENTAL DETERMINATION:

This action is not a project subject to CEQA, because it can be seen with certainty that it will not cause a physical change in the environment. (Public Resources Code Section 21065.)
