1 EXHIBIT A
SCOPE OF SERVICES
The City of San Mateo (City) owns and operates a 54-inch force main outfall disposal system. The outfall runs parallel to the San Mateo Bridge, approximately 240 feet north of the bridge alignment.
The outfall line enters the San Francisco Bay from the west shore, discharging into the deep-water shipping channel. The mid-section of the diffuser portion of the force main is at a depth of ~50 feet of salt water (FSW) and is located at the following GPS coordinates: 37 34` 860 N and 122 15` 320 W (Drawing 1967-7).
Power Engineering shall provide cleaning and removal of sediment from the interior of 100’ of outfall piping and Repair of a slide gate at the discharge end of the outfall pipe. Power Engineering will acquire all necessary permits, develop all safety documentation and other submittals required under contract, including but not limited to, a site-specific safety/dive plan. The project shall be divided into the following two tasks:
Task 1 - Outfall Cleaning
The final 150’ of the outfall was inspected in April 2022. The inspection found that “The offshore half of the diffuser section was observed to contain varying sediment levels up to 2- 1/2’. The last diffuser (diffuser no. 1) was observed to have 4’ of sediment deposited directly adjacent the end gate.
Sediment was consistently soft with no harder sand or gravel detected.
Small timber debris (plywood) was observed floating inside the main pipeline (diffuser no. 3).
It is recommended that the sediment be removed by dredging.” The outfall cleaning shall include the following activities:
Remove sediment from the final 100 feet of outfall (provide video footage as applicable) by dredging.
Once the cleaning is completed, a lettered report shall be developed containing all findings as observed including all video/audio footage acquired during the cleaning process.
Task 2 – Slide Gate Repair
The end of the outfall has a 5-inch thick reinforced steel concrete slide gate (Drawing 1967-9) of unknown weight. The original lifting rings have corroded away. The Power Engineering shall develop a work plan for the lifting, repair and subsequent reinsertion of the stop/slide gate at the end of the outfall. The repair of the slide gate will need to be designed and stamped by an engineer.
Repair plans submitted by Power Engineering are based on the findings and scope to follow:
The slide gate was inspected in April 2022. The inspection found “The end gate was evaluated for condition and for planned removal. The steel lifting lugs detailed within the structural drawings are no longer present. The concrete was not observed to contain any additional significant defects or show signs of internal discontinuities. To repair the end gate, it would need to be recovered to deck and repaired on surface or while in position within the pipe slot.

1 Due to concerns with potential concrete failure attempting to recover the end gate to surface, the primary approach will install two steel lifting eyes secured with epoxied 3/8” diameter threaded rod while the end gate is in position using Hilti HIT-Re 500 V3 underwater epoxy. Once the epoxy is cured, the associated nut and washer can be appropriately tensioned for lifting.
If the primary approach is not feasible, an alternate approach is to utilize the small horizontal notches at the 3:00 and 9:00 position to place rigging beneath, then secure the rigging by placing additional clamps and rigging to prevent slippage or overturning of the end gate being rigged below the center of gravity. Once lifted from the pipeline, the end gate can be placed within a steel skip box preplaced adjacent the worksite or safely re-rigged on bottom to recover to the surface. Once on surface, the lifting eyes could be installed with a fast set Hilti adhesive and the end gate being returned to service upon curing of the epoxy.” See drawing below.

PAYMENT RATES
Description Quantity Units $/Unit Total
Mobilize/Demobilize 1 LS $32,929 $32,929 Includes labor material and equipment to prepare dive gear and barge for project scope, mobilize and demobilize the DB Alameda derrick barge adjacent to the San Mateo Outfall stop gate, positioning assistance from Etrac as needed to ensure safety of the outfall, and associated tug fees of the transportation.
Stop Gate Removal and
Permanent Picking
Point Installation
1 LS $42,955 $42,955 Includes labor, material, and equipement for a 5-person dive team, 2 person deck crew, and DB Alameda for an 8 hour shift onsite as well as transfer to the project location before and after shift. We have also incldued costs for a stamped engineering design on the new picking points. Intended scope is to install temporary picking points on the stop gate, extract the gate and position on the derrick barge deck, install permanent engineered picking points, and lower gate into postion. While the gate is out we can provide better observation as to the amount of sedimentation buildup inside the outfall.
Sediment Removal* 2 DAY $28,108 $56,216 This is a day rate price assuming the DB Alameda remains onsite after Bid Item 2 is complete to immediately start sediment removal. We have included a 5- person dive team assuming we'll cycle 4 divers per day during sediment removal efforts at this depth. We have assumed an 8-hour working day onsite as well as crew transfer before and after shift. Since the actual quantity of soil is unknown, we'd propose proceeding on unit cost until the desired amount of sediment removal is completed. We have assumed all work will be completed from the DB Alameda utilizing a jet pump for moving materials. We have included a camera for client verification of progress and clearance status.
Total $132,100
*It is assumed that sediment removal efforts will take 1 day; however, the payment breakdown, above, displays the potential for two days of work.
Payment will only be provided for the actual number of days worked for this task.
