Professional Labor Relation Service — Agreement
RECOMMENDATION:
Approve a three-year agreement with IEDA for professional labor relation services in the amount of $92,466 in year one, $96,624 in year two and $100,269 in year three for a cumulative total amount of $289,359.00.
BACKGROUND:
IEDA provides professional labor relation services to negotiate on behalf of the City for all its labor contracts. IEDA staff is comprised of a highly skilled negotiator who has the knowledge and expertise in public sector labor relations and is familiar with the City’s associations and unions process. IEDA has represented the City in several rounds of labor negotiations with success at building harmonious relationships with labor. The Human Resources Department continues to partner with IEDA to meet its labor relation needs to negotiate labor contracts, respond to grievances, and present before Council and the Public Employment Relations Board (PERB) as needed. HR requests approval of the three-year agreement with IEDA to conduct professional labor relation services in the amount of $289,359.00.
BUDGET IMPACT:
The labor relations services conducted by IEDA are paid for by the labor relations department and there is sufficient funding within the department budgets to cover the additional costs.
ENVIRONMENTAL DETERMINATION:
This agreement is not a project subject to CEQA, because it is an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. (CEQA Guidelines Section 15378(b)(5).)
