FROM: Alex Khojikian, City Manager
PREPARED BY: Police Department
MEETING DATE: November 18, 2024
SUBJECT:
Parking Enforcement Services - Amendment
RECOMMENDATION:
Adopt a Resolution to appropriate $55,000 to the Police Department’s 2024-25 operating budget; Approve Amendment No. 2 to the agreement with LAZ Parking for Citywide parking enforcement services in the amount of $1,464,506 for a new agreement total of an amount not to exceed $6,271,726; and authorize the Chief of Police to execute the amendment in substantially the form presented.
BACKGROUND:
The San Mateo Police Department has contracted for parking enforcement services with LAZ Parking (formerly Serco) since 2019. Enforcement activities in the City commenced in 2020, with a scope of work including issuing parking citations for observed violations in the Downtown commercial district, Residential Parking Permit Program (RPPP) zones, and for street sweeping violations; completing data entry and uploading citation data for processing; monitoring equipment and signage and reporting any damage; and performing other duties as needed such as traffic control and operational support at special events. The current contract was originally executed in 2021 in the amount of $2,034,004 for a term ending on November 30, 2022. The contract has been amended once before. In 2022, Amendment No. 1 was executed to extend the term and increase compensation by $2,773,216 for a new agreement total of $4,807,220. The term of the current amended contract concludes on November 30, 2024, with an option to extend for two (2) additional one (1) year terms.
The service provided by LAZ continues to meet expectations, and staff wishes to continue to partner with LAZ for parking enforcement services and exercise the option to extend the contract for an additional year. Amendment No. 2 extends the term for one year and documents existing practices for optional services such as requesting operational support for special events.
BUDGET IMPACT:
Parking enforcement activities are funded by the Downtown Services Fund. Costs for contracted enforcement services are included in the adopted 2024-25 budget; however, approval of Amendment No. 2 will result in costs of approximately $55,000 in excess of what was budgeted in the current fiscal year. Council approval is requested to appropriate $55,000 to the parking enforcement budget program of the Police Department’s 2024-25 operating budget to cover the increased cost of contracted services.
ENVIRONMENTAL DETERMINATION:
This action is not a project subject to CEQA, because it is an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. (CEQA Guidelines Section 15378(b)(5).)
