SUBJECT:

Transportation Fund for Clean Air Grant — Grant Acceptance and Budget Appropriation RECOMMENDATION:

Adopt a Resolution to accept and appropriate City/County Association of Governments of San Mateo County’s Transportation Fund for Clean Air (TFCA) Grant funding in the amount of $254,293.33 to the San Mateo EV Street Sweeper Replacement Project; approve the 2024-2025 TFCA Funding Agreement with the City/County Association of Governments; and authorize the City Manager to execute all required grant documents in substantially the form presented.

BACKGROUND:

On May 29, 2024, the City/County Association of Governments of San Mateo County (C/CAG) released a Call for Projects for grant funding from the Transportation Fund for Clean Air (TFCA) funds. The funds through this grant program are intended to: 1) reduce air pollution, including air toxics such as benzene and diesel particulates; 2) conserve energy and help to reduce greenhouse gas emissions; 3) improve water quality by decreasing contaminated runoff from roadways; 4) improve transportation options; and 5) reduce traffic congestion.

The Bay Area Air Quality Management District (BAAQMD) is authorized under Health and Safety Code Section 44223 to levy a fee on motor vehicles. Funds generated by the fee are referred to as the TFCA funds. They are used to implement projects that reduce air pollution from motor vehicles. Health and Safety Code Section 44241(d) provides that at least forty percent (40%) of funds generated within a county where the fee is in effect shall be allocated by the BAAQMD to one or more public agencies designated to receive the funds. For San Mateo County, C/CAG has been designated as the administrating agency to receive the funds.

The TFCA Grant solicited proposals for multiple eligible project types. One of the eligible project types is “Clean air vehicles and electric and hydrogen recharging stations,” which includes alternative fuel and plug-in hybrid-electric vehicles, scrapping old vehicles, and alternative fuel infrastructure.

On July 15, 2024, City Council approved a resolution to apply for C/CAG’s TFCA Grant program to replace a diesel street sweeper with a battery electric street sweeper, which has an estimated total purchase cost of $884,403.88.

The funds will help fund the replacement of an existing diesel-powered street sweeper with a cleaner, quieter, and PM-10 (pollution reduction) compliant battery electric street sweeper. This change will have a significant positive effect on the environment for the San Mateo community and beyond. It will directly reduce pollution in the forms of carbon dioxide, hydrocarbons, nitrogen oxides, dust, and pollen, while significantly reducing noise pollution from street sweeping/cleaning operations. This initiative aligns with local, regional, and statewide goals to eliminate fossil fuel dependance and transition to alternative fuels (EV) fleet.

CITY OF SAN MATEO
On November 14, 2024, at the Board meeting, C/CAG approved $254,293.33 in grant funding to the City for the purchase of the battery electric street sweeper. To receive the grant funds, the City is required to execute the attached grant agreement that requires, in part, providing the balance of the total cost in local matching funds ($630,110.55). Based on the above, staff recommends that the City Council approve a resolution to accept and appropriate funding awarded by C/CAG to the San Mateo EV Street Sweeper Replacement Project and authorizing the City Manager to execute all necessary grant agreement documents.

BUDGET IMPACT:

Due to the timing of the City’s budget development process and confirmation of the grant award, the San Mateo EV Street Sweeper Replacement Project was not included in the FY 2024-25 Operating Budget. Adoption of this Resolution will authorize the acceptance and appropriation of the $254,293.33 grant award. The necessary City contribution to cover the remaining cost to purchase the EV Sweeper will be appropriated from the fund balance of the Solid Waste Fund in an estimated amount of $630,110.55. Sufficient funding is available in the Solid Waste Fund balance for this appropriation.

Payment for the sweeper is due upon delivery, which is currently estimated to take 52 weeks. Due to the timing of the delivery, the appropriation from the Solid Waste Fund will be incorporated into the FY 2025-26 Operating Budget as part of the budget development process.

ENVIRONMENTAL DETERMINATION:

The acceptance of grant funds, and appropriation of the grant funds to the Solid Waste Fund is not a project subject to CEQA, because it consists of a government fiscal activity that does not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment. (CEQA Guidelines Section 15378(b)(4).)
