SUBJECT:
Police Department Patrol Vehicle — Purchase Contract
RECOMMENDATION:
Adopt a Resolution to approve an alternative purchasing procedure and approve a contract with Nicholas K Corporation DBA the Ford Store San Leandro for the purchase of seven (7) new 2025 Ford Police Interceptor Utility vehicles, for a total purchase amount of $413,061.18; establish a contingency reserve in the amount of $45,000; and authorize the Public Works Director to execute the agreement in substantially the form presented and issue change orders within the contingency amount.
BACKGROUND:
Replacement of police vehicles is imperative to provide service to the community and safe transportation during the execution of police duties. The vehicle standard for most law enforcement is the Ford Police Interceptor Utility. San Mateo Police Department has requested the replacement of seven (7) police patrol vehicles that have exceeded their useful life.
These police patrol vehicles are the frontline vehicles utilized for police emergency response, and as such, these units are the most heavily utilized and relied upon vehicles in the Police Department’s fleet.
As part of the transition to a Green Fleet, staff continually research electrical options during the procurement process and aim to replace vehicles with alternative fueled vehicles when available and when it meets the needs of the department.
Currently there are no suitable, fully electric patrol package vehicles developed by Ford, Chevy, or Dodge. A suitable Explorer equivalent option is anticipated to be available in a couple of years. The Police Department has deployed several EV units for non-emergency service and is working towards EV infrastructure improvements to support additional electric vehicle deployments in the future. Staff has chosen the Ford EcoBoost engine as it has proven to provide the reliability, fuel efficiency, and performance required for the demands of police emergency response. The Ford Hybrid engine platform was not selected due to significant delivery delays. The chosen EcoBoost platform offers competitive fuel economy, emissions reduction, and reliability, along with the necessary performance to properly equip our police patrol for emergency response operations.
The timely replacement of vehicles is critical to the operations of the Police Department. With the lack of electric vehicle options that meet the requirements for our police fleet, the recommendation is to purchase the Ford Interceptor EcoBoost models now as they are available for production. It is important to note that electric vehicle options will continue to be evaluated, and the market availability of new models will increase in the next couple of years. The options right now, however, are limited to one manufacturer and in the testing phase. Also, the City’s Police Department currently operates Ford Interceptor EcoBoost models and are satisfied with the performance and reliability.
Staff utilized follow-on negotiated pricing through Alameda County’s contract with The San Leandro Ford Store for the purchase of these vehicles. Alameda County has leveraged their large purchase volume to receive triple net pricing on new

Ford products purchased through the San Leandro Ford Store. Following on Alameda County’s contract provides the City a significant cost savings of triple net pricing through the San Leandro Ford Store.
San Mateo Municipal Code Section 3.60.070(h)(3) authorizes the City Council to approve an alternative purchasing procedure when it finds doing so is in the best interest of the City. Here, the purchase of seven (7) new 2023 Ford Police Interceptor vehicles from San Leandro Ford Store is in the best interest of the City because the 2025 Ford Police Interceptor vehicle is the recommended replacement for existing police patrol vehicles and relying on Alameda County’s pre-negotiated contract ensures a competitive price for the vehicles as it allows the City to leverage agency buying power and realize a significant cost savings for the purchase of new Ford vehicles.
Based on the above, staff recommends the purchase of seven (7) 2025 Ford Police Interceptor Utility vehicles from the Ford Store San Leandro for a total purchase amount of $413,061.18. A contingency reserve is being requested to address any price fluctuations from market instability that may occur between the time the original quote was submitted to the time the contract is executed. Recent findings have determined this may result in a 10 percent to 20 percent fluctuation.
BUDGET IMPACT:
Sufficient funding is available in the Vehicle and Equipment Replacement Fund (Fund 810) for the replacement of these vehicles.
ENVIRONMENTAL DETERMINATION:
Approval of this purchase is not a project subject to CEQA, because it can be seen with certainty that there is no possibility that the purchase of Police Department patrol vehicles will have a significant effect on the environment. (CEQA Guidelines Section 15061(b)(3).)
