RESOLUTION NO. ____ (2024)
APPROVE AN ALTERNATIVE PURCHASING PROCEDURE FOR THE PURCHASE OF ONE (1) NEW GLOBAL R4 EV STREET SWEEPER WITH TERRY EQUIPMENT, INC. IN THE AMOUNT OF $884,403.88 WHEREAS, the City Council is being asked to award a contract for the purchase of one (1) new Global R4 Street Sweeper in the amount of $884,403.88; and
WHEREAS, the Global R4 Street Sweeper with the specifications and capabilities meet the requirements of the City; and
WHEREAS, the City has applied for and received a Transportation For Clean Air Grant awarded by the City/County Association of Governments of San Mateo County (C/CAG) for the procurement of an electric street sweeper; and
WHEREAS, on November 18, 2024 the City Council approved the acceptance of C/CAG award of Transportation For Clean Air Grant in the amount of $254,293.33 for the purchase of one (1) new Global R4 Street Sweeper; and
WHEREAS, San Mateo Municipal Code Section 3.60.030 generally requires competitive bidding for contacts of $100,000 or more; and
WHEREAS, San Mateo Municipal Code Section 3.60.070(h)(3) authorizes the City Council to approve alternative purchasing procedures when it is in the best interest of the City; and WHEREAS, Sourcewell (formerly NJPA) offers services to make the government procurement process more efficient through cooperative purchasing: and
WHEREAS, use of Sourcewell – Contract #093021-GEP offers competitive pricing for Global R4 Street Sweeper; and
WHEREAS, Terry Equipment, Inc. is the sole authorized dealership in Northern California for the Global R4 Street Sweeper; and
WHEREAS, Terry Equipment, Inc. is agreeable to fulfilling Sourcewell - Contract #093021-GEP for the Global R4 Street Sweeper; and
WHEREAS, based on these circumstances, staff recommends approval of the purchase of one (1) new Global R4 Street Sweeper from Terry Equipment, Inc. because it is in the best interest of the City without standard competitive bid practice.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN MATEO, CALIFORNIA, HEREBY RESOLVES that:
1. The purchase of one (1) new Global R4 Street Sweeper is not a project subject to CEQA because purchase and deployment of an EV Street Sweeper is an activity that will not result in direct or indirect physical changes in the environment. (CEQA Guidelines Section 15378(b)(5).)
2. In accordance with Municipal Code Section 3.60.070(h)(3), the purchase of one (1) new Global R4 Street Sweeper from Terry Equipment, Inc. based on pricing from Sourcewell is in the City’s best interest for these reasons:

6 a. The Global R4 Street Sweeper is the sole manufacturer for the Public Works Field Maintenance Division’s desired vehicle; and
b. Sourcewell competitively bid the contracts to provide the listed vehicle and Global R4 Street Sweeper was selected; and
c. The City has obtained competitive pricing for one (1) Global R4 Street Sweeper through Sourcewell – Contract #093021-GEP which will be fulfilled by Terry Equipment, Inc.
3. The procedure utilized by staff to obtain Sourcewell – Contract # 093021-GEP for the purchase of one (1) Global R4 Street Sweeper from Terry Equipment, Inc. is approved in accordance with Municipal Code Section 3.60.070(h)(3).
4. The purchase of one (1) new Global R4 Street Sweeper in the amount of $884,403.88, with a contingency reserve in the amount of $50,000, is approved.
5. The Public Works Director is authorized to execute the purchase contract in substantially the same form on behalf of the City.
