SUBJECT:

Fashion Island Boulevard/19th Avenue Class IV Bike Way Complete Streets - Appropriation and Memorandum of Understanding
RECOMMENDATION:

Adopt a Resolution to appropriate $200,000 from the City’s Measure A funds to the US 101/92 Multi-Modal (Fashion Island Class IV Bike Lane) Project in the Capital Projects Fund; approve a Memorandum of Understanding (MOU) with San Mateo County Transportation Authority (SMCTA) for the Fashion Island Boulevard/19th Avenue Class IV Bikeway Complete Streets Project (Project) memorializing SMCTA as the implementation agency with a total contribution of $1,586,364, and the City as the Sponsor with contributing funds in the amount of $438,636 and delivering the environmental and design phase of the Project; and authorize the City Manager to execute the MOU in substantially the form presented.

BACKGROUND:

The 19th Avenue/Fashion Island Boulevard Complete Street Class IV Bikeway Project involves constructing a two-way separated bike facility along Fashion Island Boulevard and 19th Avenue, with pedestrian access improvements at four intersections, including the US 101/SR 92 highway ramps. This mile-long bikeway will connect San Mateo and Foster City to the Hayward Park Caltrain Station and the planned US 101 Express Bus service, offering new travel options for residents, visitors, and workers. The City is also working on a separate project titled "Norfolk Street and Fashion Island Boulevard Intersection Reconstruction Project," which is on the same corridor as the 19th Avenue/Fashion Island Boulevard Complete Street Class IV Bikeway Project. To streamline both projects, the City is consolidating the scope of the Norfolk Street and Fashion Island Boulevard Intersection Reconstruction Project in the 19th Avenue/Fashion Island Boulevard Complete Street Class IV Bikeway Project (Consolidated Project).

As a result of the consolidation of projects, in addition to the bicycle infrastructure, the Consolidated Project also reconstructs the intersection of S. Norfolk Street/Fashion Island Boulevard to optimize corridor travel times. The project will ultimately enhance safety and efficiency for all transportation modes through features like high-visibility crosswalks, protected bicycle intersections, ADA-compliant curb ramps, signal timing upgrades, pedestrian-scale lighting, and stormwater treatments.

The City is partnering with the San Mateo County Transportation Authority (SMCTA) on the Consolidated Project; City staff is seeking Council approval of a Memorandum of Understanding (MOU) with SMCTA to memorialize the City as the Sponsor of the project and SMCTA as the implementation agency. As part of the MOU, the City will allocate $438,636 of local funds to SMCTA to deliver the Project's preliminary engineering (PE)/environmental and design phase. The estimated PE/environmental and design phase cost is $2.025 million; the difference between the estimated total cost and the City’s local fund contribution is being provided by SMCTA.

BUDGET IMPACT:

CITY OF SAN MATEO
The scope of the Consolidated Project under the MOU is supported by both the City’s existing 101/92 Multi-Modal (Fashion Island Class IV Bike Lane) (46R016) and Norfolk Street and Fashion Island Boulevard Intersection Reconstruction (463338) projects. The City’s contribution was originally anticipated and planned for FY 2026-27 in the current five-year Capital Improvement Program Plan for the US 101/92 Multi-Modal (Fashion Island Class IV Bike Lane) (46R016) project.

However, City staff and SMCTA were able to accelerate the project to start design in FY 2024-25. As a result, staff is requesting an appropriation of $200,000 from the City’s Measure A funds to the 101/92 Multi-Modal (Fashion Island Class IV Bike Lane) Project (46R016) budget. Approximately, $100,000 of this Measure A allocation will be for city staff time to manage the project, the remaining will be part of the $438,636 allocation to SMCTA to deliver the PE/environmental and design phase. With this appropriation, there will be sufficient funding available in both project budgets to allocate to SMCTA to deliver the PE/environmental and design phase for the Project and to fund the estimated associated staff time.

ENVIRONMENTAL DETERMINATION:

The appropriation of funds to the Project and approval of the MOU is not a project subject to CEQA, because it is an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. (CEQA Guidelines Section 15378(b)(5).) In addition, the Project will be reviewed for environmental clearance, which will occur during the PE/environmental and design phase.
