FROM: Alex Khojikian, City Manager
PREPARED BY: Public Works Department
MEETING DATE: December 9, 2024
SUBJECT:
Metropolitan Transportation Commission Housing Incentive Pool Grants – Resolutions RECOMMENDATION:
Adopt a resolution to file an application with the Metropolitan Transportation Commission for Housing Incentive Pool Grants and adopt a resolution to comply with State Housing Laws.
BACKGROUND:
The Housing Incentive Pool (HIP) grants provide transportation grants to promote the production and preservation of affordable housing.
Established by the Metropolitan Transportation Commission (MTC) in October 2018, the HIP includes funding for transportation projects, in flexible federal funds through the second round of the One Bay Area Grant (OBAG 2) program and in local funds available for project selection by MTC through a funding exchange.
MTC will distribute $71 million in HIP grants on a per-unit basis to the 15 jurisdictions that issued certificates of occupancy for the greatest number of eligible housing units over the five calendar years 2018 through 2022. This includes both newly built units and those preserved as affordable to households with low, very-low, and moderate incomes.
The City was listed as one of the 15 jurisdictions eligible for funding and MTC awarded $959,000 in HIP funds in March 2024 to the City. To receive and utilize these funds, the City must satisfy certain requirements and submit application materials to MTC by the end of this calendar year (12/31/24). Included in the requirements are two resolutions the City must adopt, one for compliance with State Housing Laws and one to accept the terms of conditions set forth by the MTC.
Public Works staff consulted with the Community Development Department and determined the housing law compliance resolution is in line with the City’s existing goals and language within the Housing Element. The language in the second resolution for the acceptance of MTC’s terms is standard and the City has previously adopted similar resolutions with MTC for grant funding.
Once authorized, the funding will be used to implement transportation projects that may include, but are not limited to, projects identified in the City’s Local Roadway Safety Plan (LRSP). The LRSP, adopted in May 2024, provides a framework to reduce fatal and severe injury collisions on roadways within San Mateo and identified 10 high-priority intersections needing safety improvements. Improvements include raised crosswalks, lighting, curb extensions, centerline hardening, signage, and various other safety improvements. Presently, funding for the LRSP projects has not been identified and the grant funding provides the City with an opportunity for expedited implementation. The projects will be packaged together to fully utilize the available grant funds.

Staff is recommending adopting both resolutions for state housing law compliance and to accept terms and conditions set forth by MTC in order to accept the HIP grants in an amount of $959,000 at a future City Council meeting.
BUDGET IMPACT:
The adoption of the resolutions makes the City eligible to receive and use $959,000 of Housing Incentive Pool grant funds.
ENVIRONMENTAL DETERMINATION:
The adoption of both resolutions is not a project subject to CEQA, because it is an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. (CEQA Guidelines Section 15378(b)(5).) As stated in the resolution authorizing the filing of an application with MTC, the projects identified for funding remain subject to environmental clearance, which will occur at the time of formal project approval.
