FROM: Alex Khojikian, City Manager
PREPARED BY: City Manager's Office
MEETING DATE: December 09, 2024
SUBJECT:

Department of Energy (DOE) Energy Efficiency and Conservation Block Grant (EECBG) Program – Grant Acceptance RECOMMENDATION:

Adopt a Resolution accepting grant funding in the amount of $155,720 from the Department of Energy (DOE) Energy Efficiency and Conservation Block Grant (EECBG) Program for the installation of electric vehicle charging infrastructure for City fleet and appropriating $155,720 to the Green Fleet Charging Infrastructure Project; approve the EECBG Program Special Terms and Conditions; and authorize the City Manager to execute required documentation to receive the grant funds.

BACKGROUND:

The Department of Energy (DOE) Energy Efficiency and Conservation Block Grant (EECBG) Program is a $550 million grant program funded through the Bipartisan Infrastructure Law. It is designed to assist states, local governments, and Tribes in implementing strategies to reduce energy use, to reduce fossil fuel emissions, and to improve energy efficiency. The City of San Mateo is eligible for a noncompetitive allocation of $155,720.

Staff reviewed the EECBG Program guidance and identified the purchase of equipment and the equipment rebate application to be the most streamlined and administratively efficient use of the grant funds. Staff applied for the purchase and installation of electric vehicle charging infrastructure for City fleet at City Hall, aligning with the City’s Climate Action Plan and City Council priority to electrify the City’s fleet. The DOE approved the City’s application and the EECBG Program Special Terms and Conditions document needs to be signed to accept the grant funding. A future staff report will be presented to the City Council seeking authorization to procure and install the charging infrastructure.

Staff recommends City Council adopt a Resolution to accept the grant funding in the amount of $155,720 and appropriate grant funding in the amount of $155,720 to the Green Fleet Charging Infrastructure Project; approve the EECBG Program Special Terms and Conditions; and authorize the City Manager to execute all required documentation to receive the funds.

BUDGET IMPACT:

There is no local match required. Grant funding in the amount of $155,720 will be appropriated to Green Fleet Charging Infrastructure Project 46C003.

ENVIRONMENTAL DETERMINATION:

Adoption of a Resolution to accept grant funds and to authorize the appropriation of grant funds, and approval of special terms and conditions to receive the grant funds, is not a project subject to CEQA, because it is a fiscal activity which does not involve any commitment to any specific project which may result in a potentially significant impact on the environment.
