Agenda Number: 4 Section Name: {{section.name}} Account Number: 10-1311 File ID: {{item.tracking_number}} TO: City Council
FROM: Alex Khojikian, City Manager
PREPARED BY: City Manager's Office
MEETING DATE: February 18, 2025
SUBJECT:
Legislative Advocacy and Grant Writing Services — Agreement RECOMMENDATION:
Approve an agreement with California Public Policy Group, Inc. (CPPG) for legislative advocacy and grant writing services in the amount of $115,000; authorize the City Manager to exercise up to two 1-year extensions for up to $115,000 each year, for a total not to exceed amount of $345,000 over three years; and authorize the City Manager to execute the agreement in substantially the form presented.
BACKGROUND:
The City Manager’s Office requires legislative advocacy and grant writing services to strengthen the City’s in-house efforts in representing the City in state level legislative matters and in applying for, receiving, and tracking competitive funding opportunities available to the City. For legislative advocacy, an experienced consultant would be able to provide strategic advice and advocacy in support of the City’s state legislative agenda and assist the City with tracking and responding to key legislative proposals. For grant writing support, a consultant would work with a cross-departmental team to identify grants that align with City’s needs, strategize which grants to pursue, secure funding for services and projects that the City would otherwise be unable to undertake or be required to use local tax dollars, and assist with tracking grant funded projects.
In October 2024, City staff released a Request for Proposals (RFP) seeking a qualified firm to provide legislative advocacy and grant writing services and received six proposals. Staff reviewed the Proposals and interviewed the top firms. California Public Policy Group, Inc. (CPPG) provided a comprehensive proposal detailing their approach tailored to the City of San Mateo’s Council priorities and goals. CPPG has been selected due to the firm’s experience, understanding of regional issues, and strategic methodology and approach to services. Staff recommends entering into a one-year agreement with CPPG with the option to renew for two additional 1-year extensions in an amount not to exceed $115,000 annually.
BUDGET IMPACT:
Funds for the first year of the contract, $115,000, have been budgeted within the FY 2024-25 City Manager's Office operating budget. If the option to extend the agreement is exercised, additional funding will be included in future budget cycles.
ENVIRONMENTAL DETERMINATION:
This agreement is not a project subject to CEQA, because it is an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. (CEQA Guidelines Section 15378(b)(5).)
