SUBJECT:
SEIU Local 521 Non-Merit Part-Time Unit, Memorandum of Understanding — Adoption RECOMMENDATION:
Approve a Resolution to adopt the Memorandum of Understanding (MOU) with the SEIU Local 521 Non-Merit Part-Time Unit (SEIU NMPT) for a three-year term from October 7, 2024 through June 5, 2027.
BACKGROUND:
The SEIU NMPT represents approximately four hundred (400) part-time per diem employees at any given time. After a two-year extension was agreed upon, the contract with this bargaining unit expired on June 10, 2023. Negotiations with the SEIU concluded in the fall of 2024 and the membership then ratified the proposed changes to their Memorandum of Understanding.
Consistent with the direction provided by the City Council, the agreement includes the following key items:
Salary: The bargaining unit will receive the same cost of living adjustments and any other special adjustments their merit counterparts will receive.
Differential Pay for Working Out of Class Pay: Additional compensation will be available to employees who perform a significant portion but not all duties of a higher classification for a minimum of one (1) shift.
Safety Shoes: The City will provide up to one hundred and twenty-five dollars $125.00 per fiscal year toward the reimbursement of safety shoes, socks, and orthotics for those employees required to don safety shoes, socks and orthotics for their job.
Training: The City will schedule one-time required trainings for all Parks and Recreation current employees similar to the trainings provided to new employees in June 2024 for, implicit bias/pronouns, DEI-related training and a refresher of the California state mandated harassment prevention training. The City will research and incorporate DEI-related training for all new hires.
Other: There are language changes relating to departmental operations and housekeeping language that amend some of the terms and conditions of the contract.
BUDGET IMPACT:
The changes in the MOU will have a negligible impact to the General Fund.
ENVIRONMENTAL DETERMINATION:
