Agenda Number: 8 Section Name: {{section.name}} Account Number: 14-1311 File ID: {{item.tracking_number}} TO: City Council
FROM: Alex Khojikian, City Manager
PREPARED BY: City Manager's Office
MEETING DATE: March 17, 2025
SUBJECT:
385 2nd Ave – Lease Agreement Renewal
RECOMMENDATION:

Approve a one-year lease and one-year option at 385 2nd Avenue in the Main Street Garage with Dagoberto Vasquez and Anavela Vasquez for a term beginning April 1, 2025, with and an initial base rent of $1,374.00 monthly; and authorize the City Manager to execute the lease in substantially the form presented.

BACKGROUND:

There are six commercial leases at the Main Street Garage, which are owned and managed by the City. These commercial spaces were created to attract retail tenants who contribute to the vibrancy of Downtown. 385 Second Avenue is a 515- square-foot space equipped with a ventilation and exhaust system and a grease trap for basic commercial kitchen use.

Dagoberto and Anavela Vasquez operate a small taqueria at this location. The taqueria offers fast Mexican food, including sandwiches, tacos, and burritos. They have been operating in the space since 2021 and have consistently paid their rent on time. The lease term is one year, with an additional one-year option. The initial base rent is $1,374.00 per month. There is a current additional monthly fee of $62.96 for common area maintenance. The tenant is responsible for all utilities, taxes, and permits. If the optional one-year extension is exercised, the monthly base rent will increase to $1,415.00, not including common area charges.

BUDGET IMPACT:

The lease will contribute approximately $17,243.52 annually in base rent (excluding common area charges) during the initial term and up to $17,735.52 if the optional one-year extension is exercised, supporting the City's goal of maintaining active, revenue-generating spaces within the Main Street Garage and providing funds for Downtown maintenance and parking.

ENVIRONMENTAL DETERMINATION:

This agreement is categorically exempt from CEQA as an “existing facility,” because it consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use. (CEQA Guidelines Section 15301.)

NOTICE PROVIDED
All meeting noticing requirements were met.
