RESOLUTION NO. _______(2025)

APPROVE AN ALTERNATIVE PURCHASING PROCEDURE FOR A PREFABRICATED RESTROOM BUILDING WITH PUBLIC RESTROOM COMPANY, INC. FOR THE CENTRAL PARK PLAYGROUND IMPROVEMENTS PROJECT WHEREAS, cost savings would be achieved by purchasing a prefabricated restroom from Public Restroom Company, Inc. (Contractor) for the Central Park Playground Improvements Project; and WHEREAS, Municipal Code Section 3.60.070(h)(3) authorizes the City Council to approve alternative purchasing procedures upon a finding that the alternative purchasing procedure is in the best interest of the City; and
WHEREAS the Contractor is a participating vendor with Sourcewell, which is a purchasing cooperative for educational, governmental and non-profit agencies, thereby ensuring a competitive price and saving time and resources for participating agencies, and purchasing directly from the Contractor; and WHEREAS, through Sourcewell, the City will receive a discounted price, and avoid a general contractor’s cost mark-up; and
WHEREAS, the Contractor would deliver and install the prefabricated restroom onto a building pad constructed by a general contractor; and
WHEREAS, based on these circumstances, staff recommends approval of the purchase of a prefabricated restroom building from the Contractor because it is in the best interest of the City.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN MATEO, CALIFORNIA, HEREBY RESOLVES that:

1. An Initial Study and Mitigated Negative Declaration (IS/MND) was prepared for the Central Park Master Plan, which includes the Playground Improvements Project, and approved in 2018. The IS/MND concluded that the project would not have any significant effects with the incorporation of mitigation measures that have been included in the project’s Conditions of Approval to ensure compliance during project implementation. In addition, City Council’s authorization of the requested budget appropriations is not a project subject to CEQA review, because it consists of a government fiscal activity which does not involve any commitment to any specific project which may result in a significant physical impact on the environment. (CEQA Guidelines Section 15378(b)(4).)
