The following shall serve as the policy guidance for establishing a Recreation Activities Cost Recovery Plan, developing annual activity budgets, and establishing fees to be charged for recreation activities.
Policy Statement
The City of San Mateo Parks and Recreation Department Financial Sustainability Strategy intends to create organizational resilience by way of logical, intentional, and thoughtful guidelines for investment and spending decisions. The strategy encourages revenue generation strategies and practices that are fair, equitable, and responsible.
In alignment with the City of San Mateo’s Strive San Mateo General Plan 2040 Parks and Recreation Department goal COS-9 - Provide stable and adequate operational and capital funding for the parks and recreation system, the Department’s financial sustainability plan seeks to balance community investment with financial discipline to insure long-term sustainability of the Department. This policy guides the allocation of City resources to allow for the most equitable benefit to the community.
Subsidy/Cost Recovery
Cost recovery refers to offsetting the costs (expenses) of delivering services by way of revenues generated from fees and charges, sponsorships, donations, grants, and other alternative revenue streams. Alternatively, subsidy represent a tax source into the City. It is granted by a governmental entity; typically to remove some type of burden and often considered to be in the overall interest of the public. It is also given to promote a social good or an economic policy.
For example, a cost recovery level of 75% simply means that for each dollar spent on a service, 75-cents are generated from a revenue source (i.e., fees) with the remaining 25-cents covered by subsidies (i.e., taxes).
Service Categories
The development of categories which include like services are important when it comes to justifiable and equitable allocation of subsidy, cost recovery levels, and assignment of budget and general ledger lines to account for a category’s fiscal performance.
The benefits of this type of approach are two-fold. First, it is inefficient for the Department to determine cost recovery expectations by each individual service including facility, activity, or event. Secondly, categorizing by “type of service” or “likeness of service” discourages attempts to determine fees and charges (and therefore cost recovery decisions) based upon special interests, age-based services, or individual values.

Financial Sustainability Policy

1 The following shall serve as the policy guidance for establishing a Recreation Activities Cost Recovery Plan, developing annual activity budgets, and establishing fees to be charged for recreation activities.

PARKS AND RECREATION
RECREATION COST RECOVERY AND PRICING POLICY*
The following shall serve as the policy guidance for establishing a Recreation Activities Cost Recovery Plan, developing annual activity budgets, and establishing fees to be charged for recreation activities. The specific elements of this policy are that:
The Park and Recreation Cost Recovery and Pricing Model shall be used.
In recognition of the wide variety of service values and revenue generating potentials of various activities, specific cost recovery thresholds shall be established for each recreation activity area at the most specific programming level that is administratively practical.
The thresholds shall include both minimum and target levels of cost recovery.
Strategies for achieving the minimum and target thresholds shall be established by staff for each activity area. These strategies may include immediate or gradual action depending upon the best interests of maintaining a strong program, achieving the target within a reasonable time period and current fiscal conditions.
Activity areas unable to meet their minimum threshold after these strategies have been applied shall be reviewed by the Park and Recreation Commission for consideration of recommending appropriate action: reduce costs; reduce cost recovery target; eliminate activity.
Activities that have achieved or exceeded their target threshold shall be evaluated to determine if the target can/should be increased.
The Cost Recovery Plan shall, where appropriate, also include specific other fee considerations (e.g. benchmarking to a specific competitor) that may supersede cost recovery target considerations.
Once a Cost Recovery Plan is established, and within that context, staff shall have the authority to set and adjust fees, except that no fee increase shall exceed 20% within a 1-year period without the review of the Park and Recreation Commission and approval of the City Council.
As part of the budgetary process, the Park and Recreation Commission shall review the Cost Recovery Plan and the performance of each activity compared to the plan and make any recommendations for changes to the plan.

Status of Vacancies and Recruitment and Retention Efforts (Assembly Bill 2561/Government Code 3502.3) – Public Hearing RECOMMENDATION:
Conduct a Public Hearing in accordance with Government Code Section 3502.3 (Assembly Bill 2561) to present the status of vacancies, recruitment, and retentions efforts in advance of the adoption of an annual budget.
BACKGROUND:
Effective January 1, 2025, Government Code section 3502.3 requires the City of San Mateo (“City”) to present information on the City’s status of vacancies and the recruitment and retention efforts at a public hearing before the City Council at least once per fiscal year.
Government Code section 3502.3 also requires the City to identify during the public hearing any necessary changes to City policies, procedures, and recruitment activities that may contribute to obstacles in the hiring process.
At the public hearing, a recognized employee organization for a bargaining unit is entitled to make a presentation to the City Council addressing the status of vacancies and recruitment and retention efforts for positions within that bargaining unit. All employee organizations were notified of the public hearing. The City received a response only from SEIU confirming that they will be making a presentation.

SUBJECT:
General Fund Reserve Policy – Review
RECOMMENDATION:
Review and discuss the General Fund Reserve Policy and provide direction on potential modifications.
BACKGROUND:
The General Fund Reserve Policy provides a structured approach to maintaining sufficient financial reserves to ensure the City can maintain its services in the face of economic downturns, emergencies, and unforeseen events. A well-structured reserve policy enhances financial stability, mitigates risk, and supports long-term operational needs.
Staff conducted a comprehensive review of the General Fund Reserve Policy, including an analysis of the City’s reserve levels against best practices recommended by the Government Finance Officers Association (GFOA) and policies of similar- size cities. Staff also assessed the City risk factors, including vulnerability, liquidity, fund dependency, leverage, and capital project funding and needs, as well as AAA credit rating criteria.
Problems and Challenges
The City’s current General Fund Reserves consist of three categories: the Operating Reserve, Housing Set-Aside, and Rainy Day Reserve. The Operating Reserve is set at 25 percent of General Fund budgeted expenditures. The Housing Set-Aside is allocated per prior Council actions and is funded with 20 percent of RDA residual property tax annually. After meeting these first two reserve requirements, the remaining General Fund balance goes to the Rainy Day Reserve.
Through the review, staff identified the following issues with the current structure:
•Capital Improvement Projects (CIP) carryovers are misclassified. The Rainy Day Reserve currently includes funds budgeted for CIP but not yet spent and transferred to the Capital Project Funds, i.e. CIP carryovers. This gives the impression that the City has more in the Rainy Day Reserve than it actually does. Staff have manually adjusted for this in the past, but a policy change is needed to correct this classification. •Overlapping functions between the Operating Reserve and Rainy Day Reserve. Clear definitions are needed to guide their use in emergencies, economic downturns, or unexpected costs. •Lack of distinction between reserves and unassigned fund balance. Currently, all General Fund balances are classified as reserves, even though reserves are set-aside for specific purposes, while unassigned funds can be used at the Council’s discretion. Separating these two will improve financial planning and decision-making. •Right-sizing reserves: The City’s reserve levels should be adjusted to balance financial prudence with flexibility to address operational and capital needs.

Proposed Changes
To address these issues, staff developed a draft General Fund Reserve Policy (Attachment 1) for Council consideration.
Key recommendations are:
•Separate the CIP Carryovers from the Rainy Day Reserve to support proper financial planning. •Rename the Operating Reserve to Contingency Reserve and reduce its reserve level from 25 percent to 15 percent of General Fund budgeted expenditures. This reserve shall be strictly for extraordinary, one-time, unforeseen non- financial emergencies (e.g. natural disasters, public health crises, emergency infrastructure repairs). It is not intended to address revenue losses due to economic cycles. This change will release $17 million from reserves.
Liquidity Consideration: The City manages its cash on a pooled basis, where various funds contribute to central investment pools for efficient cash and investment management. This ensures funds are available when needed without having to hold large, idle reserves. In a major emergency, immediate funding needs could be met through pooled cash and short-term interfund borrowing. Due to our strong cash flow and liquidity, maintaining a lower level of contingency reserves is appropriate. To align with best practice, adopting a formal Interfund Borrowing Policy is recommended.
•Rename the Rainy Day Reserve to Budget Stabilization Reserve and set its target level at 15 percent of General Fund budgeted revenues. This reserve is intended to stabilize the budget during economic downturns and unforeseen fiscal emergencies. This reserve level will adjust automatically with revenue changes, increasing in strong economic periods and decreasing during downturns to provide operational support. This restructuring will release an additional $18 million from the General Fund reserves. •Establish a Pension Stabilization Reserve, with an initial $10 million set-aside, to mitigate pension risk and prevent unexpected increases from impacting city services. Additional contributions may come from surplus, one-time revenues, or other unrestricted funds. Investment earnings from this reserve shall remain in the reserve. If pension cost uncertainty declines, this reserve could be used for one-time discretionary payment to CalPERS to reduce the City’s unfunded pension liabilities.
•Add guidelines for replenishment and use to ensure reserves are maintained appropriately.
The draft policy also requires an annual review of the General Fund reserve levels by the Finance Director as part of the budget development process. If the Budget Stabilization Reserve falls below 10 percent in the next two budget cycles per the General Fund long-range forecast, the City Manager shall propose a plan to restore the reserve to target level, subject to Council approval.
General Fund Reserve Levels
By restructuring the reserves, the City will release $35 million from reserves ($17 million from the former Operating Reserve and $18 million from the former Rainy Day Reserve), reducing the total General Fund reserves from $112 million to $77 million.
Capital Investment Reserve
Staff analysis found that the revised reserve levels will be adequate as a hedge for unexpected losses from events such as natural disasters and economic downturns, but it also recognized that then-current reserves were not adequate to fund growing capital improvement needs. As a result, staff recommend establishing a Capital Investment Reserve under the Capital Project Funds and transferring $25 million of the $35 million released from reserves to serve as “seed money” for critical unfunded infrastructure projects.
A draft Capital Investment Reserve Policy (Attachment 2) is included in this report for Council consideration. The draft policy defines this reserve is dedicated to for critical, unfunded capital project needs and will not be used for operating expenses or recurring costs. The policy also defines funding sources and Council authorization for spending.

Unassigned General Fund Balance
The remaining $10 million from released funds will remain in the General Fund as unassigned fund balance, classified as funds available for operational and capital improvement needs at the Council’s discretion.
Unlike the current structure, where all General Fund balance is considered reserves, the revised policy establishes a clear framework distinguishing between required reserves and unassigned funds. This will enhance financial transparency and support more informed decision-making.
As part of the budget process, the Finance Director shall review the General Fund unassigned fund balance. If it exceeds 10 percent of General Fund budgeted expenditures, the Finance Director shall propose options (e.g. one-time capital improvements, pension liability reduction, or other long-term financial priorities) for City Council consideration on how to allocate the excess funds.

Next Steps:
Staff seek City Council’s direction on the proposed reserve policy changes. The proposed policy changes will not alter the amount of funds managed but will optimize their allocation, ensuring fiscal sustainability while setting aside funds for infrastructure needs. Should the Council wish to move forward with the proposed Reserve Policy, staff will bring the new Policy for adoption as part of the upcoming budget process.
BUDGET IMPACT:
There is no immediate budget impact associated with this report. Regular reviews of reserve policies will ensure policies remain effective, aligned with financial best practices, and responsive to the City’s evolving fiscal needs.

General Fund Reserves
I. Purpose
The General Fund Reserve is established to ensure that the City of San Mateo (the City) can sustain municipal services during economic downturns, natural disasters and other major emergencies.
Three of the General Fund’s primary revenue sources are property tax, sales tax, and real property transfer tax. Sales tax and real property transfer tax are highly sensitive to economic cycles. While property tax remains stable, uncertainties around the property tax in-lieu of vehicle license fees (VLF) shortfalls and unfunded pension liabilities create additional long-term financial risks. Further, the City must be prepared for seismic and other catastrophic events that could threaten the City’s long-term fiscal health.
This policy outlines the management, usage, and replenishment of the General Fund reserves to ensure the City’s financial stability and sustainability.
II. Amounts Held in the General Fund Reserves
The General Fund Reserves are divided into five primary categories:
1. Contingency Reserve
The General Fund Contingency Reserve will be maintained at 15% of the General Fund budgeted operating expenditures. This reserve will only be utilized for extraordinary, one-time events that cause significant financial strain, such as natural disasters, public health crises, legal obligations, emergency infrastructure repairs, or major unforeseen non-financial emergencies as determined by the City Council. This reserve is not intended to address revenue losses due to normal economic cycles. City Council authorization is required for any use of this reserve.
2.Housing Set-Aside Reserve
In accordance with the approved Housing Element, 20% of RDA residual property tax will be allocated annually to the Housing Set-Aside Reserve at the discretion of the City Council. This reserve will be used to support affordable housing initiatives with City Council authorization.
3.Capital Improvement Projects (CIP) Carryover Reserve:
The General Fund CIP Carryover Reserve will hold funds budgeted for capital improvement projects that have not yet been transferred to the Capital Projects Fund. This reserve is designed to separate committed funds from the remaining General Fund reserves, to ensure effective financial planning and to prevent commingling of designated capital project funds with other reserves.
4.Budget Stabilization Reserve
The General Fund Budget Stabilization Reserve will be set at 15% of the General Fund budgeted revenues. This reserve is intended to stabilize the General Fund budget during economic downturns or unforeseen expenditure increases to maintain service levels. This reserve will be replenished during economic growth periods and utilized to stabilize the budget and maintain core services during economic downturns.
The 15% target level serves as a goal range, not a minimum, recognizing that this reserve is intended to be used during economic downturns. It is expected that the balance may fall below 15% in
314 of 316
challenging times, as the reserve is designed to help stabilize the budget and maintain essential services. If economic conditions or long-term financial risks warrant additional reserves, the City Council may temporarily increase the Budget Stabilization Reserve above 15% to strengthen the City’s financial position.
The Finance Director shall develop a General Fund long-range forecast and review General Fund reserve levels as part of the budget development process. If the Budget Stabilization Reserve is projected to fall below 10% in the next two budget cycles per the long-range forecast, the City Manager shall propose a plan to restore the reserve to the target level, subject to City Council approval.
5.Pension Stabilization Reserve
The General Fund Pension Stabilization Reserve is established to mitigate impact of rising pension costs and prevent unexpected increases in unfunded pension liabilities from affecting city services.
This reserve is intended to stabilize the City’s annual pension contributions to maintain service levels.
If pension cost uncertainty declines, the Finance Director shall propose options to adjust the reserve level based on the assessed risk, subject to City Council approval. Options may include making one- time discretionary payment to CalPERS to reduce the City’s unfunded pension liabilities.
Initial funding shall be determined at the discretion of the City Council. Additional funding may come from surplus funds, one-time revenues, or other unrestricted funding sources, subject to City Council approval.
Investment earnings generated from this reserve will be credited back to the reserve.
III. Unassigned Fund Balance
Unassigned fund balance represents the portion of General Fund balance that is not restricted, committed, or assigned to specific purposes, including the reserve requirements outlined above. It is the most flexible portion of the General Fund balance and is available at the discretion of the City Council.
This balance may serve as an additional cushion for unforeseen expenses. If the unassigned fund balance exceeds 10% of General Fund budgeted expenditures, the Finance Director shall propose options for City Council consideration as part of the budget development process. These options may include additional contributions to the Capital Investment Reserve, one-time capital improvements, pension liability reduction, or other long-term financial priorities. City Council authorization is required for any allocation of the excess funds.
IV. Annual Review of Policy
The General Fund Reserve policy will be reviewed at least annually with the development of each fiscal year’s budget. If changes are deemed necessary, to safeguard its effectiveness and relevance to the City’s long-term needs, or to ensure that the policy remains current with government financial best practices, changes to the policy may be authorized by the City Council at any time.

Capital Investment Reserve
I. Purpose
The Capital Investment Reserve is established within the Capital Projects Fund to finance major capital improvement projects that are critical to support municipal services. These projects may lack immediate funding or have funding not yet identified. This policy outlines how the Capital Investment Reserve will be funded and the conditions under which funds may be expended.
II. Funding the Reserve
1. Initial Funding:
City Council reviews and approves initial funding for the Reserve, with future additional funding made in subsequent years, generally from the General Fund budgetary surplus.
2.Additional Funding:
Additional contributions to the Reserve may be made from surplus funds, one-time revenues, proceeds from the sales of City properties, or other unrestricted funding sources. These contributions will require City Council approval. City staff will review the General Fund’s funding levels annually and make recommendations to transfer funds from the General Fund to the Capital Investment Reserve as part of the annual budget adoption process.
3.Interest Earnings:
Any interest earned from the Reserve will be credited to the General Fund.
III. Conditions for Use of Reserves
1.Expenditures:
Reserve funds may only be used for projects that are specifically authorized by the City Council.
These projects should be identified in the City's Capital Improvement Plan and must address critical unfunded capital needs. The reserve is not intended to cover operating expenditures or recurring costs.
2.Authority for Use:
Only the City Council can authorize the use of funds from the Capital Investment Reserve. The typical authorization process will occur with the adoption of the annual budget; however, Council can authorize the utilization of these funds at any other time through a resolution. This includes any inter-fund borrowing, which must be approved by the City Council, along with repayment terms.
IV. Annual Reporting
To ensure transparency and accountability, the Finance Director shall provide an annual report on the status of the Capital Investment Reserve. This annual report shall be presented to the City Council during a regularly scheduled financial update, such as the mid-year budget update or public hearings on the City’s budget. It shall include the reserve balance, contributions made during the fiscal year, expenditures, and if any, planned uses for future capital projects.
V. Annual Policy Review
This Policy will be reviewed annually during the budget process. The City Council may amend the policy at any time to ensure its effectiveness, alignment with the City’s long-term financial goals, or compliance with current best practices.
