PREPARED BY: Public Works Department
MEETING DATE: April 07, 2025
SUBJECT:

E 41st Place & Pacific Boulevard Trash Capture Project - Agreement RECOMMENDATION:

Approve an agreement with GSW Construction, Inc. for the E 41st Place and Pacific Boulevard Trash Capture project in the amount of $257,240; establish a contingency reserve in the amount of $51,400; and authorize the Public Works Director to execute the agreement in substantially the form presented and issue change orders as allowed by the contract documents and within the contingency amount.

BACKGROUND:

The E 41st Place and Pacific Boulevard Trash Capture project (Project) will install a trash capture device within an existing concrete channel located south of E 41st Place on Pacific Boulevard. The Project will support the City’s compliance with a San Francisco Bay Regional Water Quality Control Board’s (RWQCB) Municipal Regional Stormwater Permit (Permit). The Permit requires the City to reduce trash and litter discharge by 100 percent, relative to 2009 baseline values, by June 30, 2025.

In 2023, the City awarded the professional design services for the Project to Schaaf & Wheeler Consulting Civil Engineers (Schaaf & Wheeler). Schaaf & Wheeler subsequently prepared a bid package for construction of a trash capture device.

The engineer’s estimate which accompanied the bid package was $365,000.

The City advertised the project on January 23, 2025 and received and opened eight (8) bids on February 18, 2025. CEAU Co. DBA Castillon Company submitted the lowest bid to construct the project for a total price of $225,907; however, the bid package submitted by CEAU Co. DBA Castillon Company was determined to be not responsive. Subsequent review of the remaining bids showed that the next lowest bidder with a complete bid package was GSW Construction, Inc., with a total price of $257,240 to construct the project. Staff has determined GSW Construction, Inc. Is the lowest responsive, responsible bidder and recommends that GSW Construction, Inc. be awarded the Agreement. The bids received are listed below in order of increasing bid amount.

Contractor Grand Total Bid Amount
CEAU Co. DBA Castillon Company $225,907.00
GSW Construction, Inc. $257,240.00
W.R. Forde Associates, Inc. $273,121.00
Selway Construction $297,000.00
Golden Bay Construction, Inc. $345,480.00
Central Pacific Construction $347,970.40
Corcus Construction, Inc. $362,300.00

CITY OF SAN MATEO
CF Contracting, Inc. $398,800.00

Staff believes there is moderate likelihood that unforeseen issues will arise during construction due to the requirement to divert water during construction and the limited work area. Accordingly, staff recommends a 20 percent contingency be established to address the moderate likelihood of unforeseen issues arising.

BUDGET IMPACT:

There are sufficient funds in the 41st Ave/Pacific Blvd Trash Capture project (#46C007) to fund this work in the amount of $257,240 and to establish a contingency reserve of $51,400.

ENVIRONMENTAL DETERMINATION:

This project is categorically exempt from CEQA as an “existing facility,” because it consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. (CEQA Guidelines Section 15301.)
