Gateway Park Pedestrian Bridge Replacement Project – Bid Rejection RECOMMENDATION:

Adopt a Resolution to reject all bids received for the Gateway Park Pedestrian Bridge Replacement Project.

BACKGROUND:

The Gateway Park Pedestrian Bridge, located in the City’s Gateway Park was constructed in 1990 and is 35 years old.

Gateway Park serves the downtown and North Central communities as it is located at the corner of 2nd Avenue and S.

Grant Street. The pedestrian bridge consists of steel tube trusses, spanning over 75 feet over San Mateo Creek with concrete footings on either end. Preliminary inspections and evaluation of the steel superstructure of the bridge have indicated signs of deterioration and corrosion, further demonstrating that the bridge requires replacement. To address this, City staff developed the Gateway Park Pedestrian Bridge Replacement Project (Project) to replace the bridge structure and address Americans with Disabilities Act (ADA) compliance issues at the bridge approaches.

Biggs Cardosa Associates, Inc. (BCA) was awarded an agreement in March 2024 to design the Project and completed design in January 2025. The design included an additive bid item to galvanize the bridge in addition to a three-layer paint system.

The Engineer’s estimate for the base bid was $420,000 and $34,000 for the additive bid item for a total estimate of $454,000.

In accordance with Municipal Code Section 3.60.030, a competitive public process was used to obtain bids for the Project.

A notice inviting sealed proposals was issued to advertise the Project on January 9, 2025. On the February 6, 2025, bid opening date, six (6) bids were received. Per the requirements specified in the Contract Book, bids were compared based on the total bid amount, which includes the Base Bid plus Additive Bid Item A.

Contractor Base Bid Amount Additive Bid Item A Total Bid Amount Globe Engineering Development $428,100.00 $30,000.00 $458,100.00 Corcus Construction $486,225.00 ($15,650.00) $470,575.00 GSW Construction, Inc. $455,210.00 $25,600.00 $480,810.00 Central Pacific Engineering $597,170.00 $45,000.00 $642,170.00 WR Forde Associates, Inc. $627,100.00 $30,000.00 $657,100.00 Valentine Corporation $633,639.00 $34,000.00 $667,369.00 Prior to bidding the Project, BCA reached out to bridge manufacturers to determine the current lead time in procuring a prefabricated steel truss bridge of this size. At the time, the Project team determined a conservative lead time of 20 weeks and that there would be sufficient time to onboard a contractor, prepare and review submittals/shop drawings, and

CITY OF SAN MATEO
fabricate/deliver/install the bridge within the calendar year’s in-water work window of May 27 to October 31 stipulated by the Project’s Streambed Alteration Agreement with the California Department of Fish and Wildlife (CDFW). This work window is to minimize adverse impacts to sensitive species near San Mateo Creek.

Upon receiving bids, staff reached out to the lowest bidder’s bridge manufacturer to confirm current fabrication lead times. Unfortunately, lead times have increased, and the bridge manufacturer indicated it would take approximately 23-31 weeks for bridge delivery to the Project site. An additional four to six weeks of time would be required for City review of the submittals and shop drawings to verify what is being installed matches the approved plans, design criteria, and Project specifications. Therefore, the estimated bridge delivery is anticipated in December, which would result in the City being out of compliance with the required work window from its CDFW permit.

Therefore, due to schedule constraints, staff recommends rejecting all bids pursuant to San Mateo Municipal Code section

3.60.040(a)(4). City staff will readvertise the Project in Summer 2025 to allow for adequate time for bridge procurement, and the project will start construction in Summer 2026 to complete installation of the bridge within CDFW’s required work window.

BUDGET IMPACT:

While there is no direct budget impact for the rejection of bids, rebidding the project in the future may result in increased project costs, especially relative to concerns for federal action on tariffs, such as in regard to steel. Staff anticipates this could increase direct costs for the bridge by approximately $50,000.

ENVIRONMENTAL DETERMINATION:

This action by the City Council to reject all bids for the Gateway Park Pedestrian Bridge Replacement Project is not a project subject to CEQA, because CEQA does not apply to projects which are rejected or disapproved. (CEQA Guidelines Section 15270).
