FROM: Alex Khojikian, City Manager
PREPARED BY: City Clerk's Office
MEETING DATE: April 07, 2025
SUBJECT:
Boards and Commissions – Establish Annual Appointment Subcommittees RECOMMENDATION:
Establish Appointment Subcommittees with Mayor Rob Newsom and the Commission Liaison to interview for vacancies on the Community Relations Commission, Library Board, Park and Recreation Commission, Personnel Board, Planning Commission, Senior Advisory Commission, Sustainability and Infrastructure Commission, and Measure S Oversight Committee. Direct staff, as necessary, if Council Members wish to serve on additional Appointment Subcommittees.
BACKGROUND:
Council adopted Rules and Procedures provide direction for the selection and appointment process for Boards and Commission members. The City Clerk’s Office oversees this process by notifying commissioners with terms that are scheduled to expire, verifying interest in continuing to serve, and coordination of the necessary recruitments, including outreach and engagement with the community. Rules and Procedures provide that the default is for currently serving commissioners to be interviewed for reappointment. Alternatively, an automatic reappointment can occur with a majority vote of the Council due to outstanding performance or other factors. On March 3, 2025, the City Council directed staff to require all currently serving commissioners who are interested in continuing to serve to reapply and reinterview for an additional term. As such, this action item is specifically to provide the Council with an opportunity to form Appointment Subcommittees for all vacancies occurring within the calendar year 2025.
Per the City Council Rules and Procedures, the City Council appoints an Appointment Subcommittee for each board or commission vacancy, generally comprised of the Mayor (or designee) and the Council liaison to that commission. If the Mayor is the Council liaison to that commission, the Deputy Mayor fulfills this role. The Rules and Procedures also allow the other Council Members to participate as a member of the Appointment Subcommittee. As each Appointment Subcommittee meeting is publicly noticed, and to ensure that the meeting is appropriately noticed, this is the opportunity for Council Members to add their names as a participant to any Appointment Subcommittee, by noting after the reading of the consent calendar that they want to be added to any Appointment Subcommittee being scheduled.
As such the default Appointment Subcommittees are established as follows:

After the City Clerk reads the consent calendar at the Regular Meeting on April 7, 2025, the Mayor will provide an opportunity for Council Members to select additional Appointment Subcommittees to be included in.
The application process for scheduled and unscheduled vacancies began on March 20th and will remain open until May 2nd with interviews scheduled throughout May, and the objective to bring appointment recommendation to the full Council at the June 2nd, 2025 Regular Meeting.
2025 Outreach and Recruitment Success Plan:
On February 18, 2025 Regular Council Meeting, the City Clerk’s Office presented to the City Council the 2025 Demography Study. The survey revealed continued disparities in representation of the wider San Mateo community on Boards, Commissions, and Committee. Staff received further direction from the City Council on opportunities to bolster outreach and recruitment efforts. This direction, coupled with further research into best practices among city clerk’s offices within the state, and the City’s Diversity, Equity, and Inclusion Strategic Framework, helped further develop San Mateo’s Outreach and Recruitment Success Plan.
