FROM: Alex Khojikian, City Manager
PREPARED BY: Public Works Department
MEETING DATE: April 07, 2025
SUBJECT:
Marina Lagoon Vegetation and Water Quality Management — Agreement RECOMMENDATION:
Approve a three-year agreement with Waterworks Industries, Inc. for Marina Lagoon Vegetation and Water Quality Management in the amount of $1,552,009, with two one-year options to extend, for a total potential amount not to exceed $2,662,963; approve a contingency reserve in the amount of $80,000; and authorize the Public Works Director to execute the agreement in substantially the form presented, to execute each optional one-year extension to the agreement, and sign change orders within the contingency reserve.
BACKGROUND:
The City uses professional services to provide vegetation control and water quality management of the Marina Lagoon.
The work includes control of nuisance plant growth, monitoring, and reporting and relies on the professional expertise of the consultant to formulate an effective control strategy compliant with water quality regulations. The aquatic nuisance growth season typically extends from April through September each year with winter storm clean-up requiring additional work. Waterworks Industries (Waterworks) has provided these services for the past 5 years. The agreement with Waterworks for the management of the Marina Lagoon expired February 5, 2025.
A Request for Proposals (RFP) was issued on January 9, 2025. In addition to the published notice, the RFP was posted on the City website and provided to interested parties. The RFP required each consultant to provide a detailed plan for management of the lagoon including an integrated control strategy (i.e., chemical and mechanical control methods), personnel and machinery dedicated to the plan, monitoring and reporting tasks, and a cost for the proposed control plan.
Staff received and reviewed proposals from 1) Solitude Lake Management and 2) Waterworks. Based on professional experience, proposal quality, demonstration of technical knowledge, and robustness of the proposed work plan, staff recommends awarding the agreement to Waterworks. Additionally, Waterworks’ proposal anticipated the regulatory requirement for a new aquatic pesticide permit in 2026, demonstrating a proactive understanding of lagoon vegetation management permitting.
BUDGET IMPACT:
Sufficient funding for Year 1 of this agreement is budgeted in the adopted Marina Lagoon program operating budget. The agreement includes a three-year term with two optional one-year extensions. The first year of the agreement term is $500,828, with subsequent years of the agreement eligible for an annual CPI increase of 3 percent, beginning in Year 2.
The annual cost breakdown is as follows:
CITY OF SAN MATEO

Year 1 $500,828
Year 2 $519,853 (includes a one-time $4,000 cost for a new permit) Year 3 $531,328
Year 4 $547,268 (optional extension)
Year 5 $563,686 (optional extension)
Total: $2,662,963
A contingency reserve in the amount of $80,000 is recommended to address any unforeseen costs. Sufficient funding for both Year 1 of the agreement and the $80,000 contingency is budgeted in the adopted Marina Lagoon program operating budget. Subsequent operating budgets will be proposed commensurate with future year costs.
