FROM: Alex Khojikian, City Manager
PREPARED BY: Public Works Department
MEETING DATE: April 7, 2025
SUBJECT:

Peninsula Heights North Phase, 2800, and 2988 Campus Drive – Agreement RECOMMENDATION:

Adopt a Resolution to approve the final map and the subdivision improvement agreement for the Peninsula Heights North Phase subdivision located at 2800 and 2988 Campus Drive and authorize the Public Works Director to execute the agreement in substantially the form presented.

BACKGROUND:

The Planning Commission approved the Peninsula Heights subdivision located at 2655, 2755, 2800, and 2988 Campus Drive (Planning Application 2020-012) ("Project”), along with the vesting tentative map, on December 8, 2020. The vesting tentative map and all other associated planning application approvals were extended on May 9, 2022, through Planning Application 2022-019. The Project is phased into the north and south sites. The work associated with the south phase was brought to City Council at the February 6, 2023, meeting. The north phase, located at 2800 and 2988 Campus Drive, is a subdivision creating 30 single-family residential lots and five parcels for a maximum of 104 residential condominium units on an approximately 7.04-acre site. The applicant filed the final map for the north phase with the City Engineer in February 2025, in compliance with the conditions of approval, the Municipal Code, and applicable fee requirements.

The City’s consultant land surveyor has reviewed the final map for compliance with the Subdivision Map Act and the City’s Subdivision Code and recommends the final map for approval. The applicant is requesting that the final map be approved and recorded prior to the completion of the Project’s right-of-way improvements for the north phase. Government Code Section 66462(a) requires the applicant to enter into a subdivision improvement agreement with the City to ensure the completion of the work. The subdivision improvement agreement for the north phase is included as Attachment 2. A reduced copy of the final map is included in Attachment 3. The conditions of approval related to the final map have been satisfied. The Covenants, Conditions, and Restrictions for this project have been reviewed for compliance with the conditions of approval and the San Mateo Municipal Code and were recorded on February 9, 2024.

BUDGET IMPACT:

There is no budgetary impact from this action. Staff and consultant review costs are covered by deposits paid by the applicant.

ENVIRONMENTAL DETERMINATION:

This action is not a project subject to CEQA, because approval of the final map and the subdivision improvement agreement is a ministerial act and falls within the scope of the project approvals and CEQA findings previously made by the Planning Commission. The environmental impacts of the proposed public improvements were analyzed in the mitigated negative declaration that was prepared for the Project. (CEQA Guidelines Section 15268).
