Consulting Recruitment Services – Change Order
RECOMMENDATION:
Approve Change Order No. 1 to the agreement with It's Personnel Consulting for the purpose of professional recruitment services in the amount of $100,000.00 for a new agreement total of $150,000.00; and authorize the City Manager to execute the Change Order in substantially the form presented.
BACKGROUND:
The City of San Mateo’s agreement with It’s Personnel Consulting effective October 23, 2024 through June 30, 2025 to conduct professional recruitment services to fill critical vacancies has an original Purchase Order (PO) amount of $50,000.00. In 2024, with It’s Personnel’s recruitment efforts, the City filled 140 vacant positions. As of the beginning of the current fiscal year, It’s Personnel has conducted 24 recruitments while the HR recruitment staff participate in Workday implementation. HR is requesting to increase the PO amount with It’s Personnel to conduct professional and timely city- wide recruitment services by $100,000.00 for a total contract of $150,000.00 through June 30, 2025. HR will begin the RFP process prior to June 30, 2025, to obtain the best value when retaining professional recruitment services.
BUDGET IMPACT:
The recruitment services conducted by It’s Personnel Consulting are paid for by the recruiting department and there is sufficient funding within the department budgets to cover the additional costs.
ENVIRONMENTAL DETERMINATION:
This change order is not a project subject to CEQA, because it is an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. (CEQA Guidelines Section 15378(b)(5).)
