RESOLUTION NO. (2025)
APPROVING THE FINAL MAP F OR PENINSULA HEIGHTS NORTH PHASE (PA 20-012) AND THE SUBDIVISION IMPROVEMENT AGREEMENT 2800 & 2988 CAMPUS DRIVE WHEREAS, the vesting tentative map for Peninsula Heights located at 2655, 2755, 2800 and 2988 Campus Drive was approved by the Planning Commission on December 8, 2020 through Planning Application 2020-012 (Project);
WHEREAS, the vesting tentative map and all other associated planning application approvals were extended on May 9, 2022, through Planning Application 2022-019, and is currently under review for additional extension for the North site through Planning Application 2024-069; WHEREAS, the Project is phased into the North and South parcels of the Project, with the South phase previously brought to City Council on February 6, 2023; WHEREAS, the Project’s North phase, located at 2800 & 2988 Campus Drive, is a subdivision creating 30 single family residential lots, and 5 parcels for a maximum of 104 residential condominium units on approximately 7.04 acres;
WHEREAS, in accordance with Municipal Code Section 26.52.010, the subdivider submitted a final map for the Project’s North phase for review;
WHEREAS, the City’s mapping consultant reviewed the final map for compliance with the Subdivision Map Act and the City’s Subdivision Code and recommend the final map for approval; WHEREAS, the subdivider has not yet completed the required public improvements for the Project’s North phase;
WHEREAS, the subdivider is entering into a subdivision improvement agreement for the Project’s North phase to guarantee completion of the public improvements per Government Code Section 66462(a); WHEREAS, all conditions of approval related to approval of the final map have been and the Covenants, Conditions & Restrictions (CC&Rs) have been reviewed and was recorded on February 9, 2024.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN MATEO, CALIFORNIA, RESOLVES that:
1. WHEREAS, in accordance with CEQA Guidelines Section 15268, this action is not a project subject to CEQA, because approval of the final map and the subdivision improvement agreement is a ministerial act and falls within the scope of the project approvals and CEQA findings previously made by the Planning Commission. The environmental impacts of the proposed public improvements were analyzed in the mitigated negative declaration that was prepared for the Project.
2. The City Council approves the final map entitled “PENINSULA HEIGHTS - NORTH” in accordance with Municipal Code Section 26.52.090 and authorizes recordation of the map and CC&Rs with the County of San Mateo Recorders Office.
3. The City Council accepts the dedicated public easements as shown on the final map. 1 1

3 4. The City Council approves the subdivision improvement agreement and authorizes its execution by the Director of Public Works.
