SUBJECT:
Wastewater Treatment Plant Biosolids Hauling and Disposal – Change Order RECOMMENDATION:
Approve Contract Change Order No. 2 to an agreement with Synagro-WWT, Inc. for wastewater treatment plant biosolids hauling and disposal for an increase of $120,000, resulting in a total contract amount not to exceed $2,044,250; and authorize the Public Works Director to execute the change order in substantially the form presented.
BACKGROUND:
The wastewater treatment process produces biosolids, which are hauled off-site for routine disposal. The Wastewater Treatment Plant (WWTP) biosolids hauling and disposal agreement provides for the removal of an estimated 25,000 tons of biosolids over a period of 36 months. Synagro-WWT, Inc. was awarded the contract to haul the WWTP’s biosolids in accordance with Municipal Code section 3.60.030; a competitive public process was used to obtain bids for this service.
In December 2023, the mixing unit on Digester No. 2 failed. To remove and repair the mixer, it was necessary to remove the digester from service. With one of two digesters offline more biosolids are being produced than usual resulting in unforeseen increased hauling and disposal costs. Change Order No. 1 was executed in May 2024 to cover increased hauling costs for the second year of the three-year agreement increasing the agreement by $100,000 for a revised total agreement cost of $1,924,250. The anticipated return to service of Digester #2 has been delayed requiring increased biosolid hauling throughout the current Fiscal Year. This change order will allow for the increased hauling cost through the end of the third year of the agreement.
BUDGET IMPACT:
Sufficient funds are budgeted in the Wastewater Treatment Plant Operating Budget to issue this change order and increase the contract amount.
ENVIRONMENTAL DETERMINATION:
This biosolids hauling and disposal is categorically exempt from CEQA as an “existing facility,” because it consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use. (CEQA Guidelines Section 15301.)
NOTICE PROVIDED
All meeting noticing requirements were met.
