FROM: Alex Khojikian, City Manager
PREPARED BY: Public Works Department
MEETING DATE: April 21, 2025
SUBJECT:
Collection System Construction Management Services for the Clean Water Program – Amendments RECOMMENDATION:
Approve Amendment No. 3 to the professional services agreements with Tanner Pacific, Inc. and Townsend Management, Inc. for as-needed construction management services for the Clean Water Program to increase each agreement amount by $1,000,000 for a revised total agreement amount not to exceed $6,000,000 for each firm and to extend the term of each agreement through January 1, 2027; and authorize the Public Works Director to execute the amendments in substantially the form presented and approve future amendments within the approved updated budget.
BACKGROUND:
The Clean Water Program (CWP) includes improvements to wastewater system capacity, flow management, and inflow and infiltration reduction to comply with regulatory requirements. Construction management services provide as-needed support for the remainder of the CWP Wastewater Treatment Plant (WWTP) and collection system improvement projects, which include various improvements to various WWTP process facilities, new capacity relief sewers, sewer rehabilitations/repairs, and lift station improvements.
On June 21, 2021, City Council approved agreements with Tanner Pacific, Inc. and Townsend Management, Inc. to provide as-needed construction management services for various CWP collection system projects under the CWP. Each agreement was approved for an amount not to exceed $3,000,000 with a term of three years.
On August 15, 2022, City Council approved amendments (Amendment No. 1) to both Tanner Pacific and Townsend Management agreements to include construction management services for WWTP projects with no additional cost to the original agreement amounts, and to extend the term of the agreements from three years to five years to July 2026.
On June 20, 2023, City Council approved amendments (Amendment No. 2) to both Tanner Pacific and Townsend Management agreements to increase each agreement amount by $2,000,000 to $5,000,000 for each firm.
Amending the construction management services agreements to increase each agreement amount will allow for the full inclusion of the CWP’s remaining WWTP and collection system projects.
Staff recommends approval of Amendment No. 3 to extend the agreements with Tanner Pacific and Townsend Management through the anticipated January 1, 2027, completion of the CWP’s planned construction and project closeouts, and to increase each agreement amount by $1,000,000 for a new total agreement amount of $6,000,000 for each firm.
BUDGET IMPACT:
CITY OF SAN MATEO
There are sufficient funds in the various Clean Water Program capital project budgets available to fund these amendments.
