FROM: Alex Khojikian, City Manager
PREPARED BY: Public Works Department
MEETING DATE: April 21, 2025
SUBJECT:
Hillsdale Caltrain Station Bicycle Access Gap Closure Project – Agreement RECOMMENDATION:
Adopt a Resolution authorizing an appropriation of $140,000 from the City’s Measure A funds for the Hillsdale Caltrain Station Bicycle Access Gap Closure Project (Project) for the Sanbell-Bay Area agreement and staff time. Approve an agreement with Sanbell-Bay Area for professional consultant services for the Project in the amount of $266,666, for a total Project budget of $318,411; and authorize the Public Works Director to execute the agreement, term extensions, and change orders in substantially the form presented.
BACKGROUND:
The City was awarded $153,000 in funding from the San Mateo County Transportation Authority (SMCTA) for the Measure A/W Pedestrian and Bicycle Program Cycle 5 in December 2020 for the Hillsdale Caltrain Station Bicycle Access Gap Closure project. In September 2022, the City Council approved an agreement with Bellecci & Associates, Inc. for engineering and planning services to assist the City with designing the project. The project scope included the design of a Class IV separated bike lane and intersection improvements on 28th Avenue and El Camino Real to safely transition bicyclists and pedestrians from the existing bicycle boulevard at Edison Street safely across El Camino Real to the existing Class I bicycle facility connecting to the Hillsdale Caltrain Station.
In June 2023, the City Council adopted a resolution appropriating Measure A funds in the amount of $93,948 and establishing a contingency reserve in the amount of $88,255 for expanding the project limit to East Kyne Street. By adding this segment, the project strives to implement a fully connected east-west bikeway on 28th Avenue to improve safety for bicyclists, pedestrians, and transit-users.
During the development of the 35% plans, there was staff turnover which resulted in the agreement expiring at the end of June 2024. As a result, a new agreement is needed. This new proposed agreement with Sanbell-Bay Area (formally Bellecci and Associates, Inc.) captures the scope from the previously approved agreement with some changes. Changes to the previous agreement are summarized below:
Removal of the 28 th Avenue and Delaware Street Intersection Design: The 28th Avenue and Delaware Street intersection is being improved as part of a separate City project. To prevent overlap, the revised scope will exclude this intersection. The designs of both projects will be coordinated to ensure consistency. Supplemental Outreach: With the 28 th Avenue and Delaware Street intersection removed from the scope, the budget for that work will be reallocated towards conducting outreach following the 35% design. This supplemental outreach would include a community meeting and a pop-up table at the Hillsdale Caltrain Station to showcase and collect feedback on the preferred design.
Bus Boarding Islands: The preferred design includes bus boarding islands, necessitating additional design effort that was not included in the original scope.

Summary of Public Outreach Efforts: Outreach for the project to date (30%) includes the development of a Technical Advisory Committee (TAC) which includes key partners from the county, local transit agencies, and local levels. The project outreach efforts have included creation of a webpage, an in-person community town hall meeting, and seeking feedback from the Sustainability and Infrastructure Commission (SIC). Future outreach will include an in-person community meeting, a pop-up event, an educational traffic signal operations simulation video, continued feedback from the TAC, and an update to the Sustainability and Infrastructure Commission.
The new agreement has the same total amount as the previous agreement. The difference is the previous agreement contingency is now allocated as part of the main scope in the new agreement. Since the previous agreement had expired all previously authorized contingency was automatically reallocated back to its original funds and now requires a new authorization or appropriation. This new agreement requires $140,000 from Measure A funding to support staff time for the aforementioned changes and cover the previously approved unused contingency amount ($88,255). Measure A funds previously dedicated towards the US-101/Peninsula Avenue Interchange Project will be repurposed to support this project.
The City Council approved cancelling the US-101/Peninsula Avenue Interchange Project in September 2024 due to funding and resident impacts, allowing the unused Measure A funds to be used for the Hillsdale Caltrain Station Bicycle Access Gap Closure Project.
Staff recommends entering into an agreement with Sanbell-Bay Area for the Hillsdale Caltrain Station Bicycle Access Gap Closure Project and approving a Resolution authorizing the appropriation of Measure A funds.
BUDGET IMPACT:
The City’s Measure A Fund has sufficient funds available from the cancelled US-101/Peninsula Avenue Interchange Project (463535) to cover the appropriation of $140,000 for the Hillsdale Caltrain Station Bicycle Gap Closure Project (46m006).
ENVIRONMENTAL DETERMINATION:
Adoption of a resolution authorizing an appropriation from the City’s Measure A Fund to the Hillsdale Caltrain Station Bicycle Access Gap Closure Project is not a project subject to CEQA review, because it is a fiscal activity which does not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment. (CEQA Guidelines Section 15378(b)(4).) In addition, as part of the Project Scope, separate CEQA documentation will be prepared for the final design plans.
