RESOLUTION NO. ____ (2025)
APPROVING AN ALTERNATIVE PURCHASING PROCEDURE FOR THE MASTER
TECHNOLOGY-RELATED SOFTWARE AS A SERVICE AGREEMENT WITH GRANICUS, LLC
FOR PUBLIC RECORDS MANAGEMENT SERVICES
WHEREAS, GovQA is the City’s public records management software solution for handling public records requests, ensuring compliance, and improving operational efficiency; and
WHEREAS, Granicus, LLC acquired GovQA (WEBQA) in 2021; and
WHEREAS, after the acquisition, the City continued service under the original terms with GovQA but must enter into a new agreement with Granicus, LLC as the current service period expires on May 14, 2025; and
WHEREAS, Municipal Code Sections 3.60.050(b) provides that exceptions to the City Council award procedures are possible if the Council makes a finding concurrent with the award that calling for bids for that particular agreement is impracticable, unavailing, or impossible.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN MATEO, CALIFORNIA, HEREBY RESOLVES that:
1. This agreement is not a project subject to CEQA, because it is a government fiscal activity which does not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment. (CEQA Guidelines Section 15378(b)(4).)
2. Pursuant to Municipal Code Section 3.60.050(b), calling for bids would be impracticable, unavailing, or impossible because:
a. The initial award of agreement with GovQA was approved by the City Council in 2016.
b. GovQA has already rendered services for fiscal year 2024-25.
c. A review of vendors and implementation of an alternative solution provider would disrupt current City operations.
