PREPARED BY: Public Works Department
MEETING DATE: May 05, 2025
SUBJECT:
2655, 2755 Campus Drive Public Improvements – Adoption
RECOMMENDATION:
Adopt a Resolution to accept public improvements in accordance with the April 27th, 2023, Subdivision Improvement Agreement between the City of San Mateo and 2655 Campus Pop Owner, LLC and 2755 Campus Pop Owner, LLC for 2655 and 2755 Campus Drive.
BACKGROUND:
In February 2023, 2655 Campus Pop Owner, LLC and 2755 Campus Pop Owner, LLC (”Subdivider“) sought approval and recordation of Final Map Peninsula Heights - South, creating 44 single family residential lots and 6 parcels for a maximum of 112 residential condominium units, in connection with the property located at 2655 and 2755 Campus Drive (the Property). On February 6, 2023, the City Manager approved and authorized the Public Works Director to sign the Subdivision Improvement Agreement (”Agreement“) with the Subdivider for the Property. The Agreement was executed on April 27th, 2023. Final Map Peninsula Heights - South subdivided 44 single family residential lots and subdivided 6 parcels for a maximum of 112 residential condominium units. The Agreement addressed the construction of the public improvements that were required as conditions of approval for the project and the tentative parcel map approved under PA 20-012.
Prior to the commencement of construction, the Subdivider was required to provide the City surety bonds totaling $926,366.00 per Section 14 of the Agreement. After this, permits were issued for the construction of public improvements.
On February 11, 2025, the Public Works Department signed off on the construction permits for the public improvements and verified that all planning application conditions of approval and public improvements have been satisfactorily completed. Upon the Subdivider’s satisfactory completion of the public improvements, the improvements require acceptance by City Council. Following the acceptance, Section 14 of the Agreement requires the Subdivider to warranty the work for one year. The maintenance bond on file with the City will remain in effect for one year after the date of acceptance by the City Council.
BUDGET IMPACT:
The City will assume maintenance responsibilities for all public improvements. Ongoing costs for maintenance of the new improvements within the City right-of-way will be funded through the Public Works maintenance budget.
ENVIRONMENTAL DETERMINATION:
This is not a project subject to CEQA, because it is an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. (CEQA Guidelines Section 15378(b)(5).)
