3 CITY OF SAN MATEO
RESOLUTION NO. _____ (2025)

APPROVING AN ALTERNATIVE PURCHASING PROCEDURE FOR A THREE-YEAR MASTER SERVICES AGREEMENT WITH OPENGOV, INC. FOR SOFTWARE SUBSCRIPTION, CLOUD HOSTING, AND TECHNICAL SUPPORT ($403,057.37)
WHEREAS, the City purchased the Cartegraph Operations Management System (Cartegraph OMS) from Cartegraph Systems, LLC (now OpenGov, Inc.) in May 2016 in order to meet the City’s need to support operational field work; and
WHEREAS, Cartegraph OMS was successfully implemented, replacing two obsolete systems; and WHEREAS, Cartegraph OMS was renewed for three years on May 6, 2019, was renewed again for three years on April 4, 2022, and continues to serve its purpose in support of the City’s operational field work as intended; and
WHEREAS, the 2022 renewal is expiring, and staff have determined another renewal will best serve the City’s operational field work needs going forward; and
WHEREAS, Municipal Code section 3.60.070(h)(3) provides that the City may use purchasing procedures approved by the City Council if the City Council makes a finding concurrent with the award that the procedures are in the best interest of the City for the particular agreement; and WHEREAS, a three-year Master Services Agreement with OpenGov, Inc. for the Cartegraph OMS is in the best interests of the City because the system has been fully implemented and has been operating successfully since its implementation.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN MATEO, CALIFORNIA, FINDS and RESOLVES that:

1. Approval of a Master Services Agreement for the continued use of Cartegraph OMS is exempt from CEQA, because it can be seen with certainty that there is no possibility that an operations management systems software may have a significant effect on the environment. (CEQA Guidelines Section 15061(b)(3).)

2. Pursuant to San Mateo Municipal Code section 3.60.070(h)(3), approval of a Master Services Agreement with OpenGov for the continued use of Cartegraph OMS is in the best interest of the City because:
a. The initial award of an agreement with Cartegraph Systems, LLC (now OpenGov) was approved by the City Council in May 2016 after a recommendation from a City multi-departmental committee which evaluated proposals from various vendors; b. Cartegraph OMS was selected as the program which would best serve the City’s needs; c. Cartegraph OMS was thereafter fully integrated into various City operations and has been operating successfully since its go-live in April 2017; and d. A review of vendors and implementation of an alternative operation management system would disrupt current City operations.

3 3. The three-year Master Services Agreement with OpenGov for Cartegraph OMS in the amount of $403,057.37 is approved.

4. The City Manager is authorized to execute the agreement with OpenGov, Inc. on behalf of the City in substantially the form presented.
