Present: Mayor Newsom, Deputy Mayor Loraine, Council Members: Fernandez, Cwirko- Godycki, and Diaz Nash
PUBLIC COMMENT
Dave Cohen, Ethics San Mateo, spoke in support of the need for a code of conduct and ethics standards that are clear, enforceable and contain consequences for violations. Michael Ragan also spoke to the need for an enforcement structure for violations of the Council’ s code of conduct.
STUDY SESSION
1. Code of Conduct - Workshop
Tim Dunkin facilitated a workshop on the City Council and Boards and Commissions Code of Conduct. The City Council received a presentation from City Attorney Prasanna Rasiah on a draft enforcement mechanism and provided clarifying questions and feedback. The Council directed staff to develop a formal enforcement framework to be presented for adoption at a future regular meeting. Council also directed staff to prepare related amendments to the Council Rules and Procedures addressing the use of electronic devices while on the dais, adherence to federal, state, and local laws, and the importance of avoiding the appearance of impropriety. The amendments are expected to return to the Council for consideration in June 2025.
