PREPARED BY: Public Works Department
MEETING DATE: May 19, 2025
SUBJECT:
Citywide Curb Painting, AB413 Red zones, Markers, Delineators, and Striping Services – Amendment RECOMMENDATION:
Approve Amendment No. 1 to the Agreement with Quality Striping, Inc. for thermoplastic, painting, and marking services to increase the Agreement amount by $230,000, for a total revised Agreement amount of $320,000; update the payment rates; extend the term through June 30, 2026; and authorize the Public Works Director to execute the amendment in substantially the form presented and issue no-cost time extensions.
BACKGROUND:
The Field Maintenance Division in the Public Works Department is responsible for maintaining striping, markings, and painted curbs (red, yellow, white, green, or blue) throughout the City. Additional contractor support for markers, delineators, and thermoplastic striping services allows the City to respond promptly to deteriorated or missing striping and pavement markings. Striping and pavement markings are essential for maintaining roadway safety and efficient traffic operations, and for providing safety for pedestrians, especially in and around school zones. These include, but are not limited to, centerlines, lane lines, stop bars, crosswalks, and directional arrows. Due to factors such as vehicular traffic, weather conditions, and regular wear, pavement markings deteriorate over time and require periodic maintenance to remain visible and effective.
In addition to ongoing maintenance needs, the City has recognized the need to replace the striping along the Peninsula Avenue Corridor, which is shared with the City of Burlingame. Striping and pavement marking work will generally be limited to the City of San Mateo right of way, which is located on the south half of the street. If work extends to Burlingame’s side of the street, staff will coordinate with the City of Burlingame for reimbursement.
The need for curb markings recently increased with California Assembly Bill 413 (AB413), which became effective January 1, 2025, introduced a "daylight" requirement aimed at enhancing pedestrian safety by improving visibility at intersections.
Starting January 1, 2025, it became illegal in California to park within 20 feet of the vehicle approach of any marked or unmarked crosswalk, even if a red curb is not present, or 15 feet of any crosswalk where a curb extension is present. The City will be installing new red curb markings as a result of the new law. Installation will focus on areas with high pedestrian-activity, commercial areas, schools, parks, and high priority locations identified in the adopted Local Road Safety Plan. Street parking will be removed for new red curb markings where there is existing parking next to the crosswalk. Over the next few months, residents should expect to see new red curb markings. However, vehicles may not park within 20 feet of a crosswalk regardless of whether the curb is painted red. Marking those zones with a red curb makes it clear to drivers that they cannot park there, supporting both enforcement and public awareness.
Funds for the current agreement have been exhausted, but there are remaining striping and marking needs for the fiscal

year. Amending the contract will allow the City to more quickly address priority striping, pavement marking, and curb marking work this fiscal year as well as next fiscal year.
Based on the above, staff recommends approval of Amendment No. 1 with Quality Striping Inc. to increase the Agreement amount by $230,000, for a new total Agreement amount of $320,000, in order to meet the Manual on Uniform Traffic Control Devices (MUTCD) safety requirements, and the AB413 safety requirement. The Public Works Department must maintain proper road marking, curb marking and delineations for public safety. Public Works has been using Quality Striping, Inc. to assist in completing all overflow work, which has completed all work in a timely manner to the City's specifications consistently.
BUDGET IMPACT:
Sufficient funds have been identified in the FY 2024-25 Field Maintenance operating budget for transportation and traffic maintenance to support this amendment to increase the agreement. Approximately $140,000 of this increase will be funded from anticipated budget savings in salaries and other contractual services in the current fiscal year. Funding for these services in subsequent years has been incorporated into the baseline budget through the budget development process.
ENVIRONMENTAL DETERMINATION:
Approval of Amendment No. 1 for thermoplastic, striping, and pavement marking services is categorically exempt from CEQA as an “existing facility,” because it consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use (CEQA Guidelines Section 15301.)
