SUBJECT:
Citywide Street Rehabilitation/Seal Project 3-A — Agreement RECOMMENDATION:
Approve an agreement with O’Grady Paving, Inc. for Citywide Street Rehabilitation/Seal Project 3-A in the amount of $1,871,621.50; establish a contingency reserve in the amount of $281,000.00; and authorize the Public Works Director to execute the agreement in substantially the form presented and issue change orders as allowed by the contract documents and within the amount of the contingency reserve.
BACKGROUND:
The Citywide Street Rehabilitation/Seal Project 3-A (Project) is part of the Public Works Pavement Management Program (Program). The Project will repair approximately 3.5 miles of streets across 14 locations with an Engineer’s Estimate for the Project of $2,170,000. Project locations are shown in the attached Location Map (Attachment 2).
The project was advertised on March 20, 2025, and a total of five (5) bids were received and opened on April 16, 2025. The bids received are listed below in order of increasing total bid amount.

Therefore, staff recommends O’Grady Paving, Inc. be awarded this construction agreement. In addition to the base bid, the City recommends awarding both Add Alternate Item A (slurry seal, pavement failure repair, and restriping along Campus Drive) and Add Alternate Item B (pavement failure repairs, slurry seal, and restriping of the Poplar Creek Golf Course parking lot) as part of the contract as the pricing received was within the Engineer’s Estimate used to develop the Project budget.
BUDGET IMPACT:
This agreement will be funded by the Citywide Street Rehabilitation Program (469997) and Parking Lot Refurbishment - Poplar Creek Golf Course (465006) project budgets. Currently, sufficient funds are not available in the project balances for the total agreement amount; however, the remaining funding needs to sufficiently cover the full cost of the agreement
