SUBJECT:
Local Streets and Roads Maintenance and Rehabilitation - Project List Fiscal Year 2025-26 — Adoption RECOMMENDATION:
Adopt a Resolution to submit a list of projects proposed to be funded with the Road Maintenance and Rehabilitation Account, Senate Bill 1 funding, to the California Transportation Commission for Fiscal Year 2025-26.
BACKGROUND:
On April 28, 2017, the Governor signed Senate Bill 1 (SB1), which is known as the Road Repair and Accountability Act of 2017 to address basic road maintenance, rehabilitation, and critical safety needs on both the state highway and local streets and road system. SB1 increased per-gallon fuel excise taxes, diesel fuel sales taxes, and vehicle registration fees, and provided for inflationary adjustments to tax rates in future years.
Beginning November 1, 2017, the State Controller deposited various portions of this new funding into the newly created Road Maintenance and Rehabilitation Account (RMRA). A percentage of this RMRA funding has been apportioned by formula to eligible cities and counties pursuant to Streets and Highways Code Section 2032(h) for road maintenance, rehabilitation, and critical safety projects on the local streets and road system.
Prior to receiving an apportionment of RMRA funds from the State Controller in a fiscal year, a local agency must submit to the California Transportation Commission (CTC), by July 1st of each year, a list of projects proposed to be constructed with these funds. The estimated amount of the apportionment for the City for fiscal year 2025-26 is approximately $2,990,000 and is subject to fluctuations in actual tax and fee revenues.
The proposed project will rehabilitate street segments which are in poor condition identified as part of the City's pavement management program. The estimated useful life of the pavement treatment is on average about 20 years. The project is currently in advertisement with construction estimated to begin in July 2025. Staff recommends seeking RMRA fund apportionment for Fiscal Year 2025-26 for the proposed pavement rehabilitation and reconstruction projects which include the following street segments:

Alameda de las Pulgas 39th Avenue La Casa Ave/City Limit El Cerrito Avenue El Camino Real Gramercy Dr/City Limit Gramercy Drive El Cerrito Avenue Ericson Rd/Santa Inez Avenue Mounds Road Gramercy Drive End
Hacienda Street 26th Avenue 28th Avenue

Saratoga Drive Santa Clara Way Hillsdale Boulevard
Upon City Council approval of the project list, staff will submit the Council Resolution to the CTC as required.
BUDGET IMPACT:
According to the most recently available revenue estimates by the California League of Cities, the City of San Mateo is anticipated to receive an estimated amount of $2,990,000 from the RMRA for Fiscal Year 2025-26 toward street rehabilitation/reconstruction. These estimated allocations are appropriate for budgeting purposes but are subject to change when the Department of Finance releases updated revenue estimates with the Governor’s revision to the proposed State budget. As noted previously, actual revenues may vary based on total taxes and fees collected.
ENVIRONMENTAL DETERMINATION:
This action to adopt a Resolution is not a project subject to CEQA, because it is a government fiscal activity which does not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment. (CEQA Guidelines Section 15378(b)(4).)
