Agenda Number: 15 Section Name: {{section.name}} Account Number: 18-6110 File ID: {{item.tracking_number}} TO: City Council
FROM: Alex Khojikian, City Manager
PREPARED BY: Parks and Recreation Department
MEETING DATE: June 02, 2025
SUBJECT:

Bus Transportation Services: 2025 Summer Camp Field Trips —Agreement RECOMMENDATION:

Approve an agreement for $95,615 with LuxBus America, Co.; All Aboard America, Holdings Inc. to provide bus transportation services for City of San Mateo summer camps; authorize a contingency reserve of $14,385 for a total amount not to exceed $110,000; and authorize the Director of Parks and Recreation to execute the agreement in substantially the form presented.

BACKGROUND:

The City will host summer camps for over 1,400 participants ages 6-14 at the Beresford Recreation Center and the Dr.

Martin Luther King Jr. Community Center. During the eight weeks of camp (June 16, 2025 through August 8, 2025), a key component will be field trips to locations such as Great America, Bel Mateo Bowl, Coyote Point, and Oakland Zoo. Buses are needed to transport participants. City staff issued a formal request for quotes (RFQ) to four transportation companies, posted the information on the City website and published notice of the RFQ twice in the San Mateo Daily Journal. The Parks and Recreation Department received a total of five responses. LuxBus America, Co.; All Aboard America, Holdings Inc.: $95,615 First Student, Inc.: $121,105.48
Zum Transportation: $152,356.24
Mosaic Global Transportation: $167,442
Durham School Services: Incomplete Quote
The selected vendor, LuxBus America, Co.; All Aboard America, Holdings Inc., can provide all services requested in the RFQ’s scope. Three of the other responsive vendors were substantially higher in cost and one was unable to guarantee the necessary number of buses needed during the timeframe requested. The selected vendor has provided bus transportation for similar transportation needs for comparable agencies and has the required School Pupil Activity Bus (SPAB) certification to transport children on a non-traditional school bus. City staff checked the selected vendor’s references.

BUDGET IMPACT:

The contract amount of $95,615 plus a $14,385 potential contingency can be absorbed in the 2025 budget, and this agenda report is for contract authority only.

ENVIRONMENTAL DETERMINATION:

This agreement is exempt from CEQA, because it can be seen with certainty that the proposed bus transportation services will not have a significant effect on the environment. (CEQA Guidelines Section 15061(b)(3).)
